Description:
The Core Operations In-Business Controls Head leads a team of professionals accountable for supporting Core Operations in the areas of control design, implementation, reporting, and monitoring with the over-arching objective of reducing residual risk in the operations to within bank-level risk tolerance. This is a 1st Line of Defense team co-located with the production operations teams overseeing all exams, audits, testing, monitoring, control reviews, and reporting related to the control environment, key risks, mitigation actions, and matters of concern. In-depth understanding of laws and regulations related to Core Operations functions is required, as well as how to operationalize controls to assure sustainable adherence. This team is accountable for understanding enterprise level risk management framework, compliance management framework, and audit practices, coupled with all of the policies, standards, and procedures associated with them, to provide assurance that Core Operations is in alignment.

Responsibilities:
- Leading the Core Operations in-Business Controls team and working closely with the Core Operations production leadership teams to build, mature, and sustain a strong control environment consistent with laws, regulations, and internal Citi practices related to risk management and compliance adherence
- Representing Core Operations in audits, exams, and related reviews both internally and with external regulatory parties
- Providing thought leadership to the broader Controls team for USPB Operations
- Creating and implementing meeting and management routines that adequately ensure Core Operations issue management outcomes are in alignment with corporate expectations
- Leading the closure or mitigation of control gaps, material risks, regulatory adherence concerns, and independent audit findings for Core Operations.
- Understanding the unique operations within Core Operations and their interconnectivity at a level that supports building and maintaining a strong and sustainable control environment
- Serve as a senior advisor to various operations based units across the firm.
- Provides leadership in an evolving and increasingly complex regulatory environment across all departments.
- Ensures requirements are identified, implemented, and monitored and that identified issues are remediated.
- Holds the team and issue owners accountable to ensure self-identified issues meet the established IBAM (Issues Being Addressed by Management) criteria.
- Create/manage a change control function that ensures that automation and operations changes are tested end-to-end prior to implementation and that all changes are documented and approved.
- Exercises full accountability for end results, budgeting, planning and significant contribution to future strategy of the area.
- Maintain and build a team with the skills to carry out the mission of the team. Develops talent based on career goals to ensure succession planning.
- Work with other control leaders to identify, leverage and implement best practices and processes across Citi to strengthen our control programs.
- Leads discussions with functional leaders to resolve any conflicts regarding issue/remediation ownership.
- Is responsible for ensuring consistent implementation of the MCA, alignment to common Key Operational Risks and Key Risk Indicators.
- Applies knowledge of business products, processes and technology to identify opportunities for further strengthening of the control environment across the business.
- Keeps abreast of competitive landscape. Is considered a subject matter expert in the field of control management.
- Execute governance model and drive cultural change, embedding practices which mitigate risk of regulatory requirement failures.
- Provide oversight for OCC, CFPB and State regulations to ensure requirements met.
- Ensure oversight practices mitigate supplier risk, compliance with the OCC, CFPB, and internal Citi Policy requirements.
- Lead and drive gap analysis reviews against regulatory requirements; identify and close gaps.
- Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency, as well as effectively supervise the activity of others and create accountability with those who fail to maintain these standards.
Qualifications:
- 15+ years of experience; 10 years of experience in banking
- Proven understanding of the laws and regulations governing consumer banking
- Experience interfacing with external banking regulators
- Adept at navigating risk, compliance, and control matters spanning all lines-of-defense
- Demonstrated capability at managing multiple concurrent priorities, adapting to changing priorities, and fluidly leading execution in an environment of complexity and rapid change
- Strong understanding of process management and specifically how to integrate controls into multiple and diverse banking processes
- Exceptional verbal and writing communication skills, coupled with agility necessary to communicate with all levels in an organization
- Partnership and relationship building skills commensurate with the necessity to bring diverse, cross-functional teams together to solution problems and generate ideas
- Ability to lead high-risk situations of urgency and intensity with calmness
- Mastery of influencing and negotiating skills commensurate with a large complex organization
- Proven success in building high-performing, large, geographically dispersed teams
- Proven track record of leading and executing against large and complex Projects and Programs.
- Advanced knowledge of critical regulators, regulatory requirements and Citi Compliance.
- Demonstrated understanding of business procedures, financial services, control and regulatory industry knowledge.
- Ability to drive multiple programs through to a successful conclusion.
