Position Overview

The Division of Public Water Supply/Bureau of Water is seeking a qualified individual to serve as the Field Operations Section (FOS) Manager located in Springfield, IL. The selected candidate will possess strong leadership and communication skills and be willing to use innovative ways to guide the FOS and its staff consisting of approximately 21 individuals to achieve goals and missions of the Illinois Environmental Protection Agency (IEPA). As a leader for the FOS Section, the individual in this position will frequently represent the IEPA and Public Water Supply/Bureau of Water at various levels explaining policies to state, federal and local governments, industry, public interest groups, and stakeholders. This individual should also possess the knowledge and experience to initiate and establish policies, standards and procedural guidelines for all FOS operations.

Essential Functions

• Serves as the Division of Public Water Supply (DPWS)/Bureau of Water (BOW), Field Operations Section (FOS) Manager;
• Serves as full-line supervisor:
• Directs staff to ensure technical personnel within the FOS assist water supply officials and operators during all emergencies, including chemical spills, contamination episodes, floods, droughts, or other natural and man-made disasters;
• Coordinates compliance and enforcement activities with other Illinois EPA sections/units, Illinois Attorney General's Office, U. S. EPA and other State and Federal Agencies to assure compliance with Illinois regulations identical in substance to the SDWA, Federal Register and other State regulations subject to the authority of the Illinois EPA.
• Coordinates all FOS aspects of the State and Federal Revolving Loan Fund program.
• Provides review and makes recommendations on new Federal regulations, policies and proposals.
• Represents the Illinois EPA at professional conferences, water supply organizations, seminars, and meetings regarding State and Federal regulations;
• Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

• Requires knowledge, skill and mental development equivalent to completion of four years of college
• Requires prior experience equivalent to four years of progressively responsible administrative experience in environmental protection and/or public water supply program implementation.

Preferred Qualifications

• Prefers at least four years' experience in field operations for public water supplies.
• Prefers at least four years' experience in the application of state and federal environmental laws and regulations to public water supply facilities.
• Prefers at least four years' experience in water supply treatment technologies, processes, and operations.
• Prefers at least four years' experience in speaking to large and diverse groups at meetings and communicating highly complex topics effectively under duress in a public setting.
• Prefers at least four years' experience supervising staff in a professional setting.
• Prefers the ability to utilize a personal computer with knowledge of Microsoft Word, Excel and Access software and Database programs.

• Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This requires the ability to work evenings and weekends.

Term Appointment: Candidates hired into a term position shall be appointed for a term of 4 years and are subject to a probationary period. The term may be renewed for successive four-year terms at the Director of the Environmental Protection Agency's discretion.
