Description:
Provide technical support related to Quality Assurance & Quality Control to projects, as assigned. Supervise the day-to-day activities of assigned QC Inspectors. Routine interface with Project Management, Production personnel, Jurisdictional Authorities & owner's representatives required. Perform or coordinate required inspections/verifications, complete necessary documentation/certification, and review and manage submittals as required. Oversee welding program administration and maintenance of all related documents at the project level. Prepare project quality plans, Inspection & Test Plans (ITP), and discrepancy logs. Prepare and administer Three Phases of Control as outlined in USACE/NAVFAC QSM Manual. Act on behalf of the Corporate QA/QC Manager.

- Be alert and aware of safety issues on the jobsite; identify and resolve or communicate any safety issues you see in the field.
- Actively observe and provide feedback around the crew's work to eliminate at-risk behavior (Cianbro's Accident Prevention Program) and expect your direct reports to do the same.
- Perform required communications as outlined in the project's communication plan; keep the team informed of relative quality information.
- Set up necessary document retention system for QA/QC records.
- Understand contract documents (technical items) and their impact on QA/QC responsibilities.
- Review or conduct material, receipt, inspection, and handling.
- Provide technical assistance (QA/QC related mechanical/civil/electrical) as requested by project personnel and management.
- Conduct inspections and documentation reviews as required to assure elements of the QC Plan are implemented as required.
- Assist in the administration of the welding program as required by Cianbro policy and/or applicable construction codes.
- Working with front-line supervision, determine and schedule the appropriate schedule required Post Weld Heat Treatment, Non-Destructive Examination & testing of welds; assure implementation and review results.
- Support field engineering needs around quality control and assurance. Provide technical assistance as needed during the project implementation.
- Initiate and track (through resolution) NCRs as required.
- Maintain status of Calibrated Measuring & Test Equipment (M&TE) at the project level.
- Keep appropriate supervisor and Project Management informed of any Quality related issue that may impact the schedule. If necessary, elevate the situation to a more appropriate level of management.
- Recognize the chain of command and deal with the appropriate level of supervision in matters affecting quality.
- Establish a liaison with the client's Quality Assurance representative.
- Perform Internal Audits in accordance with Corporate Quality Management System.
- Complete statistical updates on performance as required.
- Complete necessary daily, weekly and monthly reports as required.
- Submit necessary records as required.
- Provide contract closeout QA/QC related documentation as required in the contract documents (certification records).
- Work with the project engineer and ensure final subcontract and vendor documentation is received.
- Provide feedback to project management.
- Participate in lessons learned sessions.
- BS - Science or Engineering.
- Registered Professional Engineer.
- Minimum of ten years of construction experience.
- Minimum of five (5) years of supervisory/management experience as QA Supervisor or Manager.
- Proven experience demonstrating sound judgment, reasoning, problem-solving, and decision-making.
- Must be capable of working under stress and be effective when dealing with conflict.
- Proficiency in Word, Excel, Adobe/Bluebeam, and e-mail is required. Must be proactive in learning and using new software products as required.
- Willing to work on a variety of project assignments at various locations, requiring varying amounts of travel and different shifts.
- The following certifications may be required. As required, the candidate must possess or be capable of obtaining:
- USACE or NAVFAC QSM Certification.
- AWS - CWI.
- SNT-TC-1A Level II in the appropriate NDE method (VT/MT/PT/UT).
- AMPP (NACE or SSPC) Level II (or higher) certification.
- ACI (or equivalent) Concrete QC Certification.
- SSTC Structural Bolting QC Certification.
- Other relevant QC certifications as the situation dictates.
