Why does the job exist?
The purpose of this position is to carry out complex scientific- and engineering-based technical analyses and investigations in support of the Interstate Stream Commission's management of water resources in the Pecos River Basin. Specifically, these activities are focused on ensuring New Mexico's compliance with the 1948 Pecos River Compact, the 1987 and 1988 U.S. Supreme Court Decrees, and the 2003 Pecos Settlement Agreement. Duties generally include collecting and assessing data related to water resources in the Pecos River Basin; managing current water resources projects; and working with partners in the basin to develop additional management strategies to meet inter and intrastate needs, including compliance with federal Endangered Species Act requirements.
How does it get done?
This position will be responsible for supporting technical and scientific decisions based on hydrologic/water resources analyses and evaluations, including evaluating the quality and sufficiency of available hydrologic data. These decisions rely on the quality and defensibility of ISC's technical analyses, and the determination of the adequacy and acceptability of contractor work products. On a practical level, such decisions involve issues such as maintaining ISC well fields and coordinating with partners to implement pumping schedules, ensuring that all infrastructure and equipment is operational, participating in meetings with other state and federal agencies and the public. Also important are water accounting and other tasks needed to meet New Mexico's obligations under the Pecos River Compact and U.S. Supreme Court Decrees and the 2003 Pecos Settlement, while protecting New Mexico water-right owners throughout the Pecos River Basin.

Incumbent will assist the Interstate Stream Commission, Pecos River Basin group, and the State of New Mexico.
Ideal Candidate
The ideal candidate will have the ability to provide the following:
1. Technical water-resources investigations
2. Oversight of well field operations and maintenance
3. Public outreach and coordination
4. Technical writing and editing
Minimum Qualification
Bachelor's degree in Agriculture Science, Hydrology, Geology, Environmental Science, Water Resources, Watershed Management, Physics, Natural Science, Physical Science, Life Science, Biology, Chemistry, Geography, Forestry/Forest Science, Conservation Science, Wildlife Science, Emergency Management, or Engineering and two (2) years of relevant experience. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling six (6) years may substitute for the required education and experience.

Employment Requirements
This position is required to drive a state vehicle. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment.
