Position: Managing Director & Chief Data Officer, Global Banking & Markets

Purpose:
The Global Banking and Markets Chief Data Officer (GBM CDO) is responsible for driving the data governance strategy and implementation across the Global Banking and Markets business line. Leading a Data Governance team and working closely with internal partners, the individual will define, implement, and monitor compliance against the enterprise data policy, leveraging industry-leading data governance practices and data management capabilities in alignment with enterprise strategic priorities, business line priorities and regulatory requirements.

Accountabilities:
  • Define the GBM data strategy (medium and long-term) and associated roadmap, ensuring it is aligned to the GBM Business strategy, the Enterprise data strategy and Enterprise data policy
  • Understand business priorities and requirements and align the data management program to these priorities
  • Define and implement the data management operational framework across GBM to meet enterprise, business and regulatory priorities and policies.
  • Define and implement the organizational structures and operating models needed to support the objectives of the data program.
  • Build a high-performance environment and implement a people strategy that attracts, retains, develops and motivates the team by fostering an inclusive work environment; communicating vision/values/business strategy and managing succession and development planning for the team.
  • Collaborate with Enterprise Data Office to influence the Bank's overall data governance and management capabilities, decisions relating to policy, practices, supporting technology, and talent development.
  • Ensure data governance and management capabilities are implemented in accordance with all enterprise policies and controls.
  • Establish leading data management practices and capabilities relating to data quality, data provisioning, metadata, lineage, reference data, issue management and change management across GBM.
  • Monitor compliance with data policies and standards
  • Design and implement the framework (including associated processes) necessary to sustain a data control environment.
  • Establish a data quality framework necessary to enable data quality reporting, issue identification, remediation and tracking, ultimately ensuring trust and confidence in data across domains.
  • Partner with Technology to define the data architecture, ensuring a unified view of data across the organization.
  • Partner with Technology to govern the technology architecture to ensure alignment with the data architecture and implementation of data management controls.
  • Lead and participate in multiple projects.
  • Lead regulatory initiatives and efforts relating to data management and meet with the regulators to describe the data management capabilities being implemented and associate roadmap.
  • Ensure business stakeholder understanding, alignment and commitment to the objectives of the data governance and management program.
  • Establish a training and communications program to raise data awareness and ensure everyone knows their role in the goal of improving the quality and effectiveness of data across GBM.
  • Establish mature data domains and business ownership via essential data management roles (i.e. Data Stewards).
  • Develop business cases and performance metrics to secure program funding/resources and to measure business value.
  • Develop and implement metrics needed to monitor/report on data management progress and the impact that the data program is having on enabling the business and improving data
  • Understand how the Bank's risk appetite and risk culture should be considered in day-to-day activities and decisions.
  • Actively pursue effective and efficient operations of his/her respective areas, while ensuring the adequacy, adherence to and effectiveness of day-to-day business controls to meet obligations with respect to operational risk, regulatory compliance risk, AML/ATF risk and conduct risk, including but not limited to responsibilities under the Operational Risk Management Framework, Regulatory Compliance Risk Management Framework, AML/ATF Global Handbook and the Guidelines for Business Conduct.

Education / Experience
  • Senior manager with significant experience (~10 years) in Data Governance and Management
  • Demonstrated knowledge of data management practices (critical data elements, data dictionaries, data architecture, data quality, data control, etc.)
  • Thorough knowledge of cutting-edge data management tools, industry advances, etc.
  • Knowledge and experience in the Global Banking and Markets business
  • Demonstrated information management and quantitative skills, including working knowledge of IT infrastructure, various technologies/platforms, and aligned vendor solutions with enterprise strategic priorities.
  • Understanding of organizational design and the ability to shape and drive large-scale, cross-functional programs around people, technology, processes, and tools.
  • Demonstrated ability to balance long-term strategy with quick wins.
  • Demonstrated ability for strategic influencing and education of cross-functional stakeholders about the strategic importance and value of data governance.
  • Experience managing large teams and delivering results.
  • Minimum qualifications:
    • Knowledge of Global Banking and Markets regulatory environment is preferred
    • +10 years of experience in capital markets is preferred
    • Graduate degree or equivalent
    • ~10 years of Data Governance or Management related experience (e.g. Data Quality, Metadata, Issue Management, Reference Data, Data Provisioning, etc.)
