We are seeking to hire candidates for our Senior Project Management Specialist (9106) - Transit Facilities position.

Starting Salary: $95,524.00

Additional $5,000 salary increase for those with a Pennsylvania PE License

OVERALL DESCRIPTION

The Senior Project Management Specialist has extensive knowledge of the principles of Federal and State Engineering and Construction Management regulations and the application of these principles within the SEPTA Capital Design and Construction Program. The Specialist will work with Engineering to develop the scope, schedule and estimates for third party engineering and construction documents, manage consultant task orders or contracts related to engineering and construction projects. Oversees individual construction contracts to insure consistent, timely, efficient, and economical performance of the contract in accordance with standards and specifications. Maintains complete, accurate and organized contract files.

The Senior Project Management Specialist must come in contact with many people at higher organization levels, both within SEPTA and outside the Authority. His/Her contacts may include Chief Engineers, Deputy Chief Engineers, and various Department Heads within SEPTA, as well as consultant and contractor firm's managers, and Federal, State, City and local government officials. The individual, therefore, must possess the ability to communicate effectively in an executive, non-technical environment.

SPECIFIC RESPONSIBILITIES

  • Manages the review and evaluation of various engineering and construction documents, mitigation measures and reports prepared by staff or consultants.
  • Develops priorities and schedules for engineering and construction projects so SEPTA's capital project milestones can be met.
  • Performs engineering and construction analyses and prepares reports and studies.
  • Prepares and coordinates engineering and construction documents with FTA or other appropriate agency for approval. Holds meetings as needed with FTA personnel to review and discuss comments and issues.
  • Develops the scope, schedule and estimate for third party engineering and construction documents, studies and task orders. Manage consultant task orders or contracts related to engineering and construction projects.
  • Oversees the development and implementation of any engineering and construction projects including maintaining contract files.
  • Assists the project team in obtaining any required DEP, ACOE, CCD or FEMA permits required on a project.
  • Complies with all Authority and departmental safety and security policies and procedures as well as all applicable job safety responsibilities. Reports any safety concerns, compromises or hazards affecting operations, the public, self and/or other employees. Responsible for personal safety and is encouraged to promote the safety of others.
  • Perform other duties as assigned.


  • QUALIFICATIONS AND EXPERIENCE

    • Bachelor's Degree in Engineering, Construction Management or related discipline and a minimum of five (5) years of progressively responsible professional employment experience in engineering, construction management or related experience is required.
    • An equivalent combination of experience and education (i.e., two (2) years of related experience, equating to one (1) year of formal post high school education) may be considered in lieu of the above requirements.
    • Excellent verbal, written and interpersonal skills and ability to communicate effectively is required.
    • Proficiency in the use of Microsoft Office Suite is required, including Microsoft Word, and Spreadsheet applications (Excel).
    • Familiarity working in unionized environment is required.
    • Must possess a valid driver's license.
    • Willingness to work evenings, nights and weekends as needed to attend meetings and complete project work is required.
    • EIT or PE/RA registration is preferred.
    • Familiarity with Transit/RR Operations, project/contract management, and/or contract administration is preferred.
