JOB PURPOSE: The IT Network Engineer II is a network engineer with proficient skills and experience in managing, maintaining, configuring, troubleshooting, repairing, and monitoring network and communications components. This includes, but is not limited to, core and distribution switches, end point switches, voice and data configuration, firewall management, Unified Communications, and related networking skills. The IT Network Engineer is the main point of contact for network related problems. Responsible for intermediate to advanced hardware and software troubleshooting that includes operating systems, servers, and applications related to network infrastructure. Must be familiar with cybersecurity tools and practices to ensure the El Rio Health network remains secure from unauthorized users.

This position requires certification(s) within one (1) year of hire. Any extensions due to scheduling conflict/limitation that prevents the individual from meeting this requirement requires prior approval from IT Management.

Essential Job Functions:
- Designs, configures, troubleshoots, and maintains the local and wide area networks (LAN and WAN) including routers, switches, gateways, and applications servers
- Administers and supports network hardware and software by installing, configuring, monitoring, and updating network hardware and software including server, router firewall, backup and monitoring utilities, network device configurations, and end user applications
- Evaluates LAN/WAN hardware and software requirements and capabilities related to end user needs and coordinates installation of required hardware and software
- Designs and implements Voice over IP solutions using the Cisco Unified Communications platform.
- Designs and implements wireless topologies by performing predictive and real-time wireless site surveys
- Designs and implements wireless solutions using appropriate wireless access hardware and software.
- Designs and implements LAN topologies using VLANs with STP and VTP
- Documents standards for network architecture
- Installs and configures Cisco ASA Firewalls using both VPNs and ACLs for external access
- Provides configuration backups and performs upgrades on Cisco Router, Switch, and Firewall IOS
- Makes recommendation, designs, and coordinates circuit and hardware installs
- Provides training to staff at El Rio Health locations as needed
- Implements remote access through VPN using Active Directory as authentication method.
- Creates documentation for network hardware, component, and software information
- Develops network, communications and circuit road maps for long-term planning and budgeting
- Maintains network security and ensures compliance with security policies and procedures.
- Diagnoses and resolves issues that arise with network hardware, software, connectivity, and network performance
- Coordinates maintenance activities to ensure success without unnecessary system outages
- Communicates network and phone systems issues and troubleshooting status to leadership
- Maintains HIPPA compliance for Network Infrastructure
- Designs and manages IP addressing to ensure consistent use of IP ranges and addressing
- Manages external network connectivity (Internet, voice, and data circuits), troubleshoots with vendors.
- Maintains network documentation by providing detailed documents listing function and configuration of various network devices and software including, but not limited to, Firewalls, Routers and Switches
- Troubleshoots and repairs network issues working with other IT teams, El Rio end users and/or vendor representatives to resolve issues in a timely and secure manner
- Participates in network design and architecture review to ensure high availability and redundancy to support the operations of the organization
- Participates in IT change control processes to ensure network changes are reviewed, approved, and documented appropriately
- Collaborates with other networking team members is issue resolution
- Trains and mentors less experienced network team members and other IT support staff in networking, unified communications, and security fundamentals
- May be required to receive advanced training and obtain related certifications
- Contributes to team effort; and complies with all facility policies and procedures including but not limited to those addressing HIPAA and Compliance.
- Maintains a clean, safe, and hygienic work environment in compliance with all Policies and Procedures including but not limited to work areas, workstations, examination rooms, hand washing, infection prevention and control etc. for this position
- Demonstrates an understanding of and proficiency with the application of all compliance and reporting requirements respective to Joint Commission Certification (JCC) standards.
Minimum Education and Experience:
- Associates Degree in Information Technology or similar from an accredited college or university, or an equivalent combination of relevant experience.
- Five (5) years of related networking or telecommunications experience.
- Two (2) years' experience working with advanced networking technologies (e.g., Unified Communications, IoT, IDS/IPS, firewalls, network flow monitoring, cloud connectivity, telcom circuits, etc.).

Required Licenses, Certifications, and Registrations:
- Level I fingerprint clearance card: current valid and in good standing or have applied for it within seven working days after beginning employment.
- Employees in this position are required to have reliable transportation that can meet any operational reassignments of the organization during the workday. If an employee is driving during work hours, the employee is required to possess a valid driver's license and must comply with Arizona vehicle insurance requirements.
- Cisco CCNA or equivalent certification.
