Raytheon is seeking a highly motivated candidate to serve as the Patriot GEM-T Program Cost Controls Manager for all GEM-T MENA contracts who will be responsible for managing and reporting on execution of the production technical, cost and schedule baseline including production productivity and continuous improvement. Scope includes management of technical, cost and schedule across multiple programs using earned value management (EVMS), quarterly estimates at complete (EACs) and risk and opportunity (R&O) across operations, global supply chain management (GSCM), quality, engineering and production management. The multiple contracts require the production and delivery of major end items and spares to foreign military sale (FMS) as well as direct commercial sale (DCS) contracts across various countries.

Responsibilities include ensuring programs execute to the manufacturing resource plan (MRP) through EVMS, to manage the program and monitor technical, cost and schedule performance on a weekly/monthly/quarterly basis, utilizing the monthly latest revised estimates (LRE) process and quarterly EAC process to ensure performance to the baselines and manage risk and opportunity for each program, supporting leadership with any help in identifying production technical, cost or schedule issues through the use of risk and opportunity impacting each program across the product line.

What You Will Do
  • Perform program start-up activities for Ops, GSCM, Quality, and Engineering including budget negotiation on behalf of the team with the PMO, approving secondary work authorizations, developing Integrated Master Schedule, developing a performance measurement baseline, establishing critical control account measures and performance reporting methodologies, developing risk and opportunity profile and staffing identification
  • Develop and manage Risk & Opportunity; directly tying risk and opportunity to variances, managing both capture and mitigation plans
  • Apply Earned Value Management System (EVMS) to proactively manage, analyze and report control account performance against the management baseline and established measures
  • Manage PMB: Monitor, draft and approve budget change requests (BCRs) and complete rolling waves
  • Summarize and report control account status and performance to leadership on a pre-determined cadence, including variance analysis consisting of root cause, impact and corrective action at tracking books, PMRs and other reviews
  • Develop input, analysis and presentation of LRE to each of the program offices
  • Manage, analyze and report measures approved during Gate 5 at a pre-established cadence
  • Lead EAC for program and functional requirements and develop ETC inputs for the production control account
  • Support the achievement of the business financial goals: driving optimal control account performance through the CBT work packages to maintain alignment with the program office metrics


Qualifications You Must Have
  • Typically requires a Bachelor's degree and 8 years of relevant experience OR an Advanced degree and minimum 5 years of experience is required
  • Prior experience with EVMS or EVMS Certification
  • Experience with any of the following financial and accounting applications: AOP preparation, EAC monitoring, cost estimating and/or cost allocation
  • The ability to obtain and maintain a U.S. government issued security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.


Qualifications We Prefer
  • Proficient with SAP, PRISM, APEX and BW finance modules and transactions
  • Working knowledge of Raytheon Technologies' financial and accounting policies and procedures
  • PMP and/or Raytheon Program Management Certification

The salary range for this role is 101,000 USD - 203,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.
