The Department of Community Health is seeking qualified applicants for a Sr. Category Manager position with the Office of Procurement Services within the Division of Financial Management. This position will direct a strategic sourcing division/category group and will be responsible for developing and executing procurement strategies designed to maximize customer satisfaction and minimize cost for the assigned categories within the group. The Office of Procurement Services is responsible for the centralized procurement of goods and services for DCH. This is a hybrid position that requires in-office and remote work with the approval of the supervisor. The days and frequency in the office can change at any time during employment based on the business needs of the organization.

Job Responsibilities
  • Develops, implements and communicates sourcing strategies, procurement objectives and related procedures, and manages them across the entity.
  • Develop different solicitations such as Requests for Proposals (RFPs), Requests for Quotes (RFQs), Sole Sources, Statements of Needs (SONs), Statements of Requirements (SORs).
  • Directs category teams within the entity to maximize efficiencies in the procurement process while minimizing costs.
  • Directs subordinate Category Managers (CM) and Associate Category Managers (ACM) in the management of procurement categories.
  • Builds and manages business relationships with executive teams, key vendors and top management across the entity to facilitate effective sourcing outcomes.
  • Develops and tracks key sourcing performance indicators (KPls) for Entity Purchasing (e.g., financial, quality, vendor performance, and procurement performance metrics).
  • Identifies, adopts and implements best practices in the field of procurement.
  • Coordinates and processes contract requests from program staff/Business Owners.
  • Perform other duties as assigned by management.

Minimum Qualifications

Bachelor's degree in business, logistics, or public administration or a related field from an accredited college or university and seven (7) years of professional job-related experience in contract management, procurement sourcing, or supplier relationship management, which includes two (2) years in a managerial role; or two (2) years of experience at the lower level Mgr, Procurement (FEM080) or position equivalent. Note: Some positions require Georgia Procurement Manual area-specific certification(s).

Preferred Qualifications:

Georgia Certified Purchasing Manager (GCPM) or Equivalent
