Responsibilities
In this position, the Deputy Police Chief will be responsible for:
Department Leadership & Operations
- Directs and oversees police department divisions, ensuring efficiency in daily operations, scheduling, and resource deployment.
- Leads the Watch Commander system for division commanders.
- Acts as the Chief of Police when designated, making independent decisions in alignment with city and department priorities.
- Oversees emergency management coordination with Fire Department leadership.
- Leads departmental meetings, including the Police Leadership Group, in the absence of the Chief.
- Assists in planning and research to anticipate short- and long-term department needs, including personnel, equipment, and capital outlay forecasts.
- Develops and evaluates policies, procedures, and programs to ensure accountability and effectiveness at the community level.
- Represents the Chief of Police on various boards and workgroups.
- Directs community relations, crime prevention, and engagement initiatives in collaboration with division commanders.
- Provides interviews, press releases, and public statements to media outlets.
- Ensures communication strategies align with the department's mission and values, including social media outreach.
- Leads, supervises, and develops department staff to promote professionalism, teamwork, and effective communication.
- Works with Human Resources on recruitment, selection, training, professional development, internal investigations and complaints, employee and labor relations, and performance management.
- Supports efforts to foster an equitable, inclusive, and respectful workplace.
- Leads the preparation of the department budget, coordinating with the Chief of Police and the Finance Department.
- Oversees grant funding, financial forecasting, and multi-jurisdictional financial matters.
- Oversees internal affairs investigations, including major complaints and MN POST Board reporting.
- Ensures accountability and disciplinary recommendations align with department and city policies and standards, in collaboration with Human Resources.
- Responds on or off duty to major incidents, assuming command as needed.
- Provides oversight for major criminal investigations and emergency situations.
Qualifications
Any combination of experience that would likely provide the required knowledge is qualifying. A typical way to obtain the knowledge and abilities would be:
Experience:
- At least 10 years of law enforcement experience, with significant leadership roles within that timeframe.
- These roles must include:
- 7 years equivalent to a Police Sergeant.
- 3 years supervising an operational unit in a medium to large police agency.
- Experience leading a specialized police unit.
- These roles must include:
- Proven ability to build strong working relationships with the community, city officials, and other organizations.
Education and Training:
- Associate's degree in Criminal Justice is required.
- Bachelor's degree in Law Enforcement or a related field is preferred.
- Advanced leadership training (e.g., Northwestern School of Police Staff and Command, SPI, and FBI National Academy, etc.) is preferred.
- Emergency Management training, including ICS 300, is preferred.
License/Certification:
- Must be certified and meet the standards of the Minnesota Board of Peace Officer Standards and Training.
