The purpose of this position is to support the Executive Director of Transportation & Transit in overseeing the professional, technical, managerial, and administrative operations of the County's Transportation Department. This is a managerial role within the Transportation & Transit Department, responsible for ensuring compliance with all applicable County, State, and Federal codes and regulatory requirements.
This position is instrumental in advancing the County's strategic transportation and mobility objectives, providing executive leadership over pre-construction design and traffic engineering functions. The role includes direct oversight of the implementation of the adopted transportation work program and strategic initiatives, negotiation and execution of development agreements, procurement and management of professional services contracts, and integration of multimodal facilities and transit systems into the transportation network.
The Assistant Director also plays a key role in coordinating with external stakeholders including MetroPlan Orlando, the Florida Department of Transportation, local municipalities, LYNX, SunRail, developers, consultants, and various regional and national transportation partners to support the implementation of Osceola County's long-range transportation plan. As a member of the department's leadership team, the Assistant Director works in close collaboration with the Directors of Transportation Planning, Construction, and Operations to ensure strategic alignment and effective program delivery across all functions.

Minimum Qualifications
Education: Bachelor's Degree in Engineering, Transportation, or closely related field.
Experience: Eight (8) years of progressively responsible experience in transportation planning, design, construction, operations, traffic engineering, or public administration relevant to the essential job functions of the position, four (4) of which must have been in a supervisory role; or an equivalent combination of education, certification, training, and/or experience.
Demonstrated expertise in developing and executing large-scale, multimodal transportation plans, managing major transportation projects, and/or leading specialized initiatives-particularly those focused on transportation design and engineering is preferred.

- Assists the Executive Director of Transportation & Transit providing leadership, strategic input, and organizational support across all areas of the Transportation & Transit Department.
- Oversees and manages the pre-construction design and traffic engineering functions, ensuring all projects move efficiently from concept to shovel-ready status.
- Leads, mentors, supervises, and evaluates multidisciplinary teams of engineers, planners, and consultants responsible for the technical development of roadway, transit, and multimodal infrastructure projects.
- Develops and administers programs to maintain employee focus on continuous improvement of the quality of plans and studies, project design documentation, and project construction documents.
- Monitors project planning and design preconstruction activities to ensure the efficient use of funds, staff, consultant contract effort, and time.
- Develops and executes strategies to deliver the projects and initiatives identified in the County Strategic Plan, Capital Improvement Plan, and Work Program.
- Directs staff as required to meet or exceed established performance measures for consultant contracts, contract lettings and Local Agency Program (LAP) design and construction projects.
- Ensures that the development of project studies, engineering reports and environmental documentation comply with applicable Federal Highway Administration (FHWA), American Association of State Highway Transportation Officials (AASHTO), Florida Department of Transportation (FDOT), Manual on Uniform Traffic Control Devices (MUTCD) and department requirements.
- Collaborates with the Executive Director of Transportation Planning to align project design with long-range plans, land use policies, and community mobility goals.
- Partners with the Director of Construction to ensure smooth project handoff from design to construction and successful execution of capital improvement projects.
- Works in tandem with the Director of Operations to design and implement improvements that enhance the safety, functionality, and performance of the transportation network.
- Assists in the development of capital budgets, funding strategies, and resource management for design and engineering programs.
- Oversees the development and application of traffic engineering standards, modeling, and analysis to optimize traffic operations and support growth management.
- Leads or supports high-priority initiatives such as Complete Streets, Vision Zero, Intelligent Transportation Systems (ITS), and corridor development studies.
- Manages the development of executive reports for the Executive Director to advise the Board of County Commission and staff, Metropolitan Planning Organizations (MPOs), state and local agency staff, state legislators, elected officials, chambers of commerce and others.
- Coordinates with MPO(s), aviation and seaport authorities, transit agencies, and local governments to develop and execute multi-modal plans for highways, airports, seaports, transit, and rail projects that integrate bicycle and pedestrian requirements into an integrated regional transportation system.
- Serves as the County's representative in coordination with FDOT, MetroPlan Orlando, municipalities, developers, utility providers, and regulatory agencies to advance project readiness and regulatory compliance.
- Negotiates on behalf of the County regarding items of transportation including but not limited to consultant scope of work and fee, developer review and agreements, right of way acquisitions, easements, and stormwater needs.
- Ensures compliance with all applicable federal and state requirements.
- Administers standard operating procedures within the Transportation Department in accordance with Federal, State, and Local Regulations, including Board Policy.
- Serves as a liaison with and as a member of various committees.
- Performs duties as assigned/necessary which are related, or logical in assignment to the position.
Minimum Qualifications
Education: Bachelor's Degree in Engineering, Transportation, or closely related field.

- Considerable knowledge of applicable state, federal, and local laws, rules, ordinances, and regulatory standards applicable to the work.
- Considerable knowledge in implementing innovative transportation strategies and solutions.
- Considerable knowledge and/or experience working with regional transportation organizations, transit organizations, and state department of transportation.
- Considerable knowledge of the body of available and current information resources applicable to the functions for technical research purposes and for special projects as may be assigned.
- Extensive skills in effectively directing staff comprised of professional engineers, designers, technicians, analysts, coordinators, and project managers.
- Interpersonal, leadership, planning, management and communications skills; ability to communicate professionally verbally, in writing, and in presentations.
- Skill in reading, analyzing, and interpreting professional periodicals and journals, technical procedures, and legal documentation.
- Skill in researching, compiling, and summarizing statistical data and information materials.
