This position serves as the Software Management Manager for the Department of Innovation & Technology (DoIT), directing, coordinating, and monitoring section activities to ensure the best hardware and software solutions for use by clients. In this role, you will serve as a working supervisor within the Midrange Systems Operations section. In addition, you will serve as lead on major IT procurements coordinating evaluations and acquisitions of new software for the installation for client access.

Essential Functions

  • Under administrative direction, serves as the Software Management Manager for the Department of Innovation & Technology (DoIT), directing, coordinating, and monitoring section activities to ensure the best hardware and software solutions for use by clients.
  • Serves as working supervisor.
  • Coordinates in-depth enterprise-wide IT management studies involving extensive technical research and systems analysis and assists the Midrange Systems Operations Manager in planning, developing, evaluating, and justifying operational activities.
  • Directs the analysis of performance reports, activity data, and exception reports to determine solutions required to resolve problems or deliver the levels of service necessary to help agencies meet their goals.
  • Serves as lead on major IT procurements coordinating evaluations and acquisitions of new software for the installation for client access.
  • Performs all other duties as required or assigned that are reasonably within the scope of the duties enumerated above.


Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years college, with course work in management information systems, data processing, telecommunications, or a direct Information Technology field.
  • Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in management information systems, data processing, or telecommunications in a public or business organization.


Specialized Skills

  • Requires three (3) years of professional experience managing enterprise network infrastructure, including server/client configurations, Layer 2/3 switching, routing protocols, firewalls, VPN, and secure LAN/WAN Internet connectivity.
  • Requires three (3) years of professional experience administering UNIX server operating systems and performing systems management within a large, complex enterprise IT environment.
  • Requires three (3) years of professional experience in planning, coordinating, and managing complex IT projects, including resource allocation, milestone tracking, and cross functional collaboration.


Preferred Qualifications (In Order of Significance):

  • Three (3) years of professional experience managing enterprise network infrastructure, including server/client configurations, Layer 2/3 switching, routing protocols, firewalls, VPN, and secure LAN/WAN Internet connectivity.
  • Three (3) years of professional experience administering UNIX server operating systems and performing systems management within a large, complex enterprise IT environment.
  • Three (3) years of professional experience in planning, coordinating, and managing complex IT projects, including resource allocation, milestone tracking, and cross functional collaboration.
  • Three (3) years of professional experience coordinating in-depth IT management studies involving extensive technical research, systems analysis, and developing actionable recommendations.
  • Three (3) years of professional experience supervising a team of IT professionals, including assigning, and reviewing work, mentoring staff, conducting performance evaluations, and aligning team performance with organizational goals.
  • Ability to analyze administrative problems and recommend effective, strategic solutions.
  • Ability to conduct management studies for future needs related to personnel, space, equipment, software, and services.
  • Ability to develop and maintain cooperative working relationships with internal teams, external partners, vendors, and stakeholders.
  • Developed verbal and written communication skills to present technical information to others with clarity and precision.

Light work involves lifting no more than 20 pounds at a time with frequent lifting or carrying of objects weighing up to 10 pounds. This job may require a good deal of walking or standing or involves sitting most of the time with some pushing and pulling of arm or leg controls.
  • Requires adherence to the revolving door restrictions outlined in 5 ILCS 430/5-45. Consequently, employees should be aware that in the event of receiving a non-State employment offer during state employment or within one year immediately following the termination of State employment, they are required to inform the Office of the Executive Inspector General (OEIG) for the Agencies of the Illinois Governor before accepting such non-State employment. Failure to notify the OEIG may result in the imposition of a fine.
  • Requires compliance with the provisions outlined in section 4A-101 of the Illinois Governmental Ethics Act, necessitating the occupant of this position to file of a Statement of Economic Interest. Pursuant to the Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.), specific state officials and employees are required to annually submit Statements of Economic Interest to the Office of the Secretary of State, which will be accessible to the public for examination and copying. Employees subject to this requirement must also file a Supplemental Statement of Economic Interest with the Executive Ethics Commission, as specified in Executive Order 15-09. Failure to submit these statements in a timely manner may result in fines and penalties.
