Scope of Job

Provides leadership and oversight for clinical practice of UTGV, UT Health RGV, a multispecialty clinical practice operation representing over 300,000 encounters per year and growing. Collaborates with executive and physician leadership to develop and implement strategy, business plans, operating systems and capital allocation plans in alignment with broader UT Health RGV goals and objectives. Responsible for maximizing the efficiency of UT Health RGV practice plan operations and associated ancillary services (Imaging, lab, etc.) in line with best practices, across the multispecialty group practice. Improves the clinical enterprise by developing and maintaining relationships with internal and external stakeholders, including physician/executive leadership, area hospitals, and clinics to support patient care.

Description of Duties
  • Provides leadership and oversight for clinical multispecialty practice operations.
  • Establishes and implements ambulatory operational strategies to meet organizational performance plans and goals within budget and timelines.
  • Creates a unified ambulatory structure and team through a commitment to UT Health RGV's mission of transforming healthcare in the RGV by focusing on culture and mission to provide the best patient care and outstanding service.
  • Ensures efficient administrative practices and protocols are in place to maximize safety, value, and return on clinical investment (i.e. room turnover, patient throughput, inventory management, etc.) and compliance standards.
  • Advances UT Health RGV's clinical footprint, ensuring operations are implementing innovative clinical practice models.
  • Establishes an environment that improves the satisfaction of our providers and team members. Improving patient access and efficiency in our clinics is a top priority.
  • Ensures the day-to-day clinical operations are focused on quality, safety, patient satisfaction, performance improvement, productivity and bottom-line results.
  • Responsible for compliance and for meeting all licensure and accreditation standards, including the quality and safety results for the clinics.
  • Monitors UT Health RGV's overall ambulatory budget, spend, and planning processes; identify opportunities for capital investment, expense reduction and efficiency improvements.
  • Implements processes across clinical locations that improve quality and patient satisfaction while maintaining patient and provider safety as well as meeting performance metrics for each clinical location.
  • Develops and oversees the mission and goals for the clinical enterprise and ensures that they are aligned with overall goals of the institution.
  • Ensures all clinical operations include a clear education and training expectancy to guarantee skill proficiency of all staff.
  • Maintains staffing ratios and ensures sufficient practice support based on appropriate FTE coverage, infrastructure, and equipment.
  • Responsible for developing, implementing, and providing oversight for policies, programs, and practices to ensure that clinical operations are compliant with federal, state, and local regulations and accreditation standards.
  • Responsible for planning and delivery of new clinical acquisitions or openings in line with pre-set deadlines across project requirements (clinical, IT, facilities, etc.)
  • In conjunction with Legal Affairs, assists with negotiations of contracts and agreements to execute the programs, and assessing clinical and patient care issues.
  • Collaborates with practice management, department administrators, and department chairmen in developing the strategic plan for the practices.
  • Performs other duties as assigned.

Required Education

Master's degree in business or health-related field from an accredited University.

Required Experience

Eight (8) years of related administrative experience, including a strong record of leadership of clinical programs/ambulatory operations in a multi-program setting, clinical program development and related business planning and performance management, especially with experience in healthcare consumerism, and development and management of a large multi-disciplinary practice plan. Familiarity with the financing and delivery of healthcare, contract negotiations, clinical quality, and compliance metrics.

Working Conditions

Needs to be able to successfully perform all required duties. Office Environment; some travel and weekend work is required. UTRGV is a distributed institution, which may require presence at multiple locations throughout the Rio Grande Valley.
