Job Description
Are you interested in protecting the personal information of Iowans? If so, the Iowa Department of Transportation is looking to hire a Motor Vehicle Division Privacy and Data Protection Officer! The MVD Privacy and Data Protection Officer will help ensure the DOT follows all laws protecting restricted personal information and data requested during open records requests, data requests, or when building new IT technology that could pose a potential risk to Iowa's restricted information of data. This position will oversee the auditing of organizations that do qualify for access to restricted data, drafting and negotiating contracts, providing policy guidance on legal interpretations and application of privacy laws, and collaborating with the Attorney General's Office.
You will serve as the team lead for the Privacy Team and will foster growth and support for its reporting team through the five core values of the department: Safety First, People Matter, Customer Focused, Servant Leadership, and Integrity Without Exception. By ensuring our Core Values are a top priority, this position will help support the Iowa DOT's Mission of Making Lives Better Through Transportation.
A legal background in contract drafting, administrative law, or in-house counsel work is preferred.
As our MVD Privacy Officer, your responsibilities will include but are not limited to:
- Draft and negotiate agreements to ensure compliance with all laws and that the DOT's best interest is being met.
- Create and maintain Memorandums of Understanding or other binding agreements with third-party entities.
- Oversee data use auditing of third parties' subject to MVD data restrictions.
- Identify areas for Data Privacy program processes for improvements and create ways to educate and train for efficiencies.
- Serve as the subject matter expert and resource for data privacy questions or concerns.
- Assist and advise other DOT Divisions and external agencies or customers on data accessibility regulations and compliance.
- Evaluate FOIA requests for applicable data that can be shared.
Location: Motor Vehicle Division building, Ankeny, Iowa 50021.
Shift: 80 hours biweekly Monday through Friday; flexible schedule and hybrid teleworking available

Minimum Qualification Requirements
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
1) Graduation from an accredited four-year college or university with a degree in any field, and experience equal to four years of full-time professional-level work in program administration, program development, program operations , or management.
2) A total of eight years of education and/or full-time experience (as described in number one), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience.
3) All of the following (a, b, and c):
a. Two years of full-time professional-level work experience in program administration, program development, program operations , or management; and
b. A total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and
c. A total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, public health, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
4) Current, continuous experience in the state executive branch that includes twelve months of full-time work as an Executive Officer 1 or comparable specific management-level position.
