Minimum Qualifications
MINIMUM QUALIFICATIONS:
Eight years of experience in accounting, auditing, financial operations, payroll, or banking; OR
Six years of full-time experience in any field plus twenty-four semester hours in accounting plus five years of experience in accounting, auditing, financial operations, payroll, or banking; OR
A bachelor's degree with twenty-four semester hours in accounting plus five years of experience in accounting, auditing, financial operations, payroll, or banking; OR
A bachelor's degree in accounting, finance, business administration, management, economics, or statistics plus five years of experience in accounting, auditing, financial operations, payroll, or banking; OR
An advanced degree in accounting, finance, business administration, management, economics, quantitative methods, or statistics plus four years of experience in accounting, auditing, financial operations, payroll, or banking; OR
Possession of a Certified Public Accountant (CPA) license plus three years of experience in accounting, auditing, financial operations, payroll, or banking.

To serve as chief financial officer for a state agency.

Generally from a Deputy Undersecretary or other high-level administrator.
Supervision Exercised:
Generally over at least two professional accountant positions. Agency hierarchy and reporting relationships will also be considered when making allocations at this level.

Examples of Work
Directs the fiscal office and all fiscal activities including budget preparation and the annual financial statement for the agency.
Sets fiscal and performance objectives; monitors accomplishment of objectives.
Consults with external and internal auditors, state, and federal and local officials regarding the financial operations of the entity.
Serves on department and statewide committees in the design, development, and implementation of new management information, accounting, and reporting systems.
Testifies before legislative committees relative to the financial operations of the agency.
Assesses the financial status of District programs and division through monitoring and reconciling current and projected expenditures and revenue collections.
Identifies problem areas, recommends and institutes corrective actions where indicated and monitors results of same.
Develops and assures maintenance of necessary accounting records for all funds; funding sources, deposits and withdrawals to assure compliance with generally accepted accounting practices, department and state policies and procedures.
Determine budget requests through review of historical data; consultation with District Officials and Division Heads to determine planned program modifications/additions.
Administers and directs billing and collection practices and procedures in all District programs to assure adequate conformance with budgetary requirements.
Manages system for processing and expenditure coding of invoices for payment of goods and services.
Formulates short-term and long range plans to enable the financial growth and development of the District.
