TYPE OF APPOINTMENT ISSUED:This position is included in the Educational Officers' Bargaining Unit and will be filled as a limited term temporary appointment. Probationary service credit and tenure are not granted for temporary appointments.

Examples of Duties

Under the general supervision of the Educational Specialist III of the Special Needs Section, the Educational Specialist II:
  • Provides leadership in the planning and implementation of statewide supports and programs for students with visual impairments by providing training, guidance, and technical assistance to schools, complexes, and district-level personnel.
    Determines formats and approaches to achieve program and budget objectives; defines needs of target populations; researches trends at the national and state level, as appropriate to the position.
  • Works collaboratively with internal and external stakeholders on statewide initiatives, program planning, development, professional development, and training/workshop opportunities that develop and promote a coordinated, integrated framework that addresses the learning needs of students with disabilities, have evidence of effectiveness, and which are intended to change participant's practice in his/her field and build district-level capacity. Continuously monitors and evaluates the assigned statewide visually impaired programs, ensuring compliance with program plans, state and federal requirements.
  • Collects and analyzes data on students with visual impairments (count, services and supports, placement and location) to assist state office and complex areas with program improvement. Prepares program plans, annual performance reports, budgets, expenditure plans, contracts, create memorandum(s) legislative testimony, and other documents, as required.
  • Serves as point of contact to complex area resource staff related to inquiries about the instructional needs of students with visual impairments. Provides expert consultation, in coordination with complex area resource staff, on school level programs and services.
  • Builds parent/legal guardian and community partnerships that support both awareness and development of appropriate educational services for students with visual impairments. Provides parents and legal guardians with learning opportunities that support the increased awareness of the child's disability and practices that support success.
  • Performs other related duties as assigned.

  • Minimum Qualifications

    Education: Graduation from an accredited college or university with a master's degree in education with specialization in a subject field appropriate to the area(s) of assignment.

    Education Substitution: Bachelor's degree from an accredited college or university with specialization in Visual Impairments or a subject appropriate to the assignment plus two (2) additional years of relevant experience.Desired Education: An advanced degree, such as Educational Specialist or Doctorate in Special Education, preferably in Visual Impairment or Orientation and Mobility.

    Experience: Six (6) years of responsible professional work experience in education of which four (4) years shall have been in teaching and two (2) years in curriculum or program planning, as appropriate.

    Desired Experience: Of the required experience above, four (4) years teaching students with visual impairments, including blindness and/or deaf-blind) and (2) years as an educational specialist or administrator at the school, complex or state level.
    Proficiency in braille ready and braille writing.

    Combined Education and Experience: An equivalent combination of education and experience may be acceptable as determined by the Department. Substitutions can be considered for the requirement of experience in an education program, agency, or system.

    Knowledge: Foundations of curriculum and instruction; instructional media and computers; foundations of American education; tests and measurements; principles of learning and individual differences; curriculum design and development; educational statistics; purposes, methods, subject matter and materials pertinent to the area(s) of assignment; research developments, trends and current issues or problems pertinent to the area(s) of assignment; laws, rules, regulations and administrative procedures pertinent to the area(s) of assignment.

    Desired Knowledge: Visual impairments including blindness; principles of educational philosophy, current research and application of evaluation tools; child development; critical issues in education; assessment, interpretation of the results, and implications for instruction; eligibility determination of disabilities in accordance with the IDEA and Chapter 60; current knowledge of American education, educational leadership and administration, assessment and evaluation, special education services and programs; standards based education; applicable federal and state laws, mandates, Hawaii Department of Education guidelines and procedures related to students with disabilities, including regulations and rules regarding confidentiality; court decisions, policies, and procedures pertinent to areas of special education, confidentiality and civil rights; strength in instructional strategies and curriculum for students with disabilities; foundations of special education programs, functional behavioral assessment/behavior support plans, instructional materials, strategies, and methodologies; transition service planning and programs; procedures regarding the discipline of students with disabilities; instructional media and computers.

    Ability to: Provide leadership, planning and coordination in the area(s) of assignment; develop, analyze and evaluate plans, programs and procedures; communicate effectively with others both orally and in writing; operate computer and other business machines; use tools, equipment, instruments or devices appropriate to the area(s) of assignment; maintain awareness of developments in curriculum or program areas.Desired Ability to: Provide guidance, supervision, and direction in the area of assignment; demonstrate behaviors which indicate the timely use of critical thinking skills for effective decision-making and the ability to communicate clearly and purposefully to all types of audiences regarding the appropriate implementation of regulations, procedures and guidelines relating to programs, projects or initiatives dealing with special education; develop and implement on-line professional development and appropriate on-line tools (i.e., SharePoint, podcasts, voice threads, website, WebEx, webinars, etc.); organize/prioritize work and multi-task to maintain an effective work pace while working under deadlines.

    Supplemental Information
    SALARY RANGE: EOSR-7, $110,136 to $155,904.
    Department of Education certificated employees will be placed on the salary range in accordance with Department regulations.
    All others will be placed on the first step of $110,136.
    WORK YEAR AND BENEFITS: This appointment will be on a 12-month basis with vacation and sick leave provided according to applicable regulations.

    Payday

    New employees can expect their first paycheck within the first 3 pay periods of their start date. Payday is on the 5th and 20th (or previous business day) of every month.
    12-month certificated employees enjoy a range of competitive benefits:

    • Health Insurance: If eligible, the State pays a part of the premiums for each employee's enrollment in a State sponsored Medical, Drug, Vision, and Adult Dental Plan.
    • Group Life Insurance: The State provides a free life insurance policy for employees and retirees.
    • Premium Conversion Plan: Participating employees may increase their take-home pay by having the State deduct the cost of health care premiums before payroll taxes are withheld.
    • Flexible Spending Accounts: Eligible employees can reduce their federal and state income taxes and social security taxes through a tax-savings benefit program called Island Flex. This program allows employees to set aside money from their paychecks to pay for out-of-pocket health care expenses and eligible dependent care expenses on a BEFORE-TAX basis.
    • Retirement Plan: The State contributes to a retirement plan for eligible employees. Generally, employees with at least 10 years of credited service and who have reached 62 years of age or have 30 years of credited service and are 55 years old may retire and receive benefits.
    • Tax Shelter Annuity (TSA): If eligible, Department employees are able to participate in a tax shelter annuity program. The TSA plan allows eligible employees to contribute pre-tax dollars to an employee-selected investment service provider authorized to provide TSA products.
    • Deferred Compensation: The State offers employees a tax deferred (sheltered) retirement investment program. This program is an opportunity to build a retirement nest egg through voluntary payroll deductions. Several investment options are available.
    • Temporary Disability Insurance: Qualified employees may be eligible to receive benefits for a disability caused by a non-work related injury or illness under this program.
    • Social Security: As an employer, the State also contributes to an employee's social security account.
    • Workers' Compensation: If an employee is injured while on the job, benefits covering medical expenses and partial wage support may be available through workers' compensation.
    • Union & Collective Bargaining: Employees have the right to join the union for collective bargaining with the State and employee representation. Some employee unions provide discounts, insurance and other opportunities. Employees may also decide not to join a union, however, employees are required to pay union service fees unless the employee's job is excluded from collective bargaining.
