This position will be filled at either the Project Leader 3/4 level, depending on the skills of the selected candidate. Additional job responsibilities (outlined below) will be assigned if the candidate is hired at the higher level.

Join our world class team! The Plutonium Facilities Engineering Division (PFE-DO) is looking for enthusiastic an ambitious Project Leader. Reporting to the Division Leader in PFE-DO, this position provides leadership and oversight of projects that include culture, data, dashboards, attrition, recruiting. This position will serves as the primary interface with one or more internal and/or external customers to develop, negotiate, and define mission goals and programmatic deliverables, in accord with PFE organizational objectives and capabilities, capacities, and priorities while balancing the best interests of the customer, the program portfolio, and the institution. This position will partner with both internal and external customers to strengthen operations, improve safety culture, and increase operational formality by bringing the right expertise together to encourage organizational learning, better understanding the needs of stakeholders and customers, integrating business operations with the execution of technical work, and enabling simultaneous excellence to better deliver on the national security mission.

Project Leader 4 $125,200- $211,300
In addition to what was outlined at the lower level, the higher level project leader provides leadership and overall management of an assigned specific strategic non-science or non-engineering scope portfolio, which may be large or small in total budget and may encompass one or more discrete programs. The project leader brokers with customers, individuals, and/or programs to determine what work will be done to meet the customers' needs, general timeframes, and funding requirements. The project leader is expected to develop working relationships that span existing internal and/or external institutional missions and extend into new opportunities as policies, missions, and opportunities evolve. Programs managed are a complex set of related activities needed to produce products or services over time to meet customer requirements within a given mission area. Projects are often ongoing over multiple years and evolve in response to the customers' changing needs.

Demonstrated ability for preparing clear, concise and informative presentations, reports, correspondence and other written materials. Demonstrated proficient skills in leading and engaging people. Demonstrated ability to interact with varying levels of management and staff at LANL, building trust, gaining consensus and resolving conflicts.

Impact, Decision Making and Problem Solving:
Demonstrated experience providing coaching and advice to management & customers. Demonstrated success in facilitating, collaboration and coordination to analyze and solve complex institutional performance challenges. Demonstrated ability to ensure all results, processes, and final products meet quality specifications and are completed according to established requirements including cost, scope, and schedule.
Additional Job Requirements for Project Leader 3:
In addition to the requirements outlined above, qualification at the higher level requires:
Ability to Manage Broad, Complex Initiatives: Advanced successful experience in all aspects of project or program management work, including developing project plans; managing to scope, schedule, budget, documenting reports and change control actions. Demonstrated ability to successfully organize, lead and monitor a variety of team efforts to completion, often with competing deadlines.
Knowledge, Skills and Expertise: Demonstrated advanced knowledge with conceiving, developing, directing and monitoring the implementation of processes, tools, and any associated training that may be required for three or more of the following focus areas: issues and corrective actions management; risk characterization and management; contract management; metrics development, monitoring and trending, developing pipelines, succession planning and people development.
Education/Experience at lower level: Position requires a Bachelor's Degree in a related field from an accredited institution and 8 years related experience; or an equivalent combination of education and experience directly related to the occupation.
Education/Experience at higher level: Position requires a Bachelor's Degree in a related field from an accredited institution and 12 years related experience; or an equivalent combination of education and experience directly related to the occupation.

Desired Qualifications:
  • Advanced knowledge of the Laboratory's organizational structure and programs, including the technical or operational discipline of the assigned portfolio(s), quality assurance, and performance assurance systems.
  • Experience developing teams & leaders.
  • Experience developing & implementing high level business strategies.
  • Exceptional ability to gain cooperation of others, conduct presentations of technical and/or function-specific information concerning specific projects or schedules, and preparation and presentation of oral and written reports.
  • Experience developing and nurturing external customer relationships (i.e., DOE/NNSA stakeholders, Program Sponsors).

Work Environment:

Work Location : The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year .

Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2 . Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Internal Applicants: Regular appointment employees who have served the required period of continuous service in their current position are eligible to apply for posted jobs throughout the Laboratory. Incentive Compensation Program: Position at the higher level is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
