Rohde & Schwarz USA's critical infrastructure business unit is expanding and seeking talent with Federal Government experience. This opening is for a Transition Planning Manager to support our Air Traffic Control (ATC) programs. This position is part of a program that is responsible for overseeing development, integration, delivery, operations and maintenance of our ATC systems at airports. Strong candidates will demonstrate an entrepreneurial mindset, be goal oriented, and customer focused. The position is based in either Columbia, MD or Coppell, TX.

Your tasks

  • Ensure contractually agreed services and support requirements can be fulfilled by the respective delivery organizations
  • Develop and maintain detailed plans, timelines and risk assessments
  • Lead the planning activities involving manufacturing, install, commissioning and post install service and support of R&S ATC systems
  • Develop schedules & manage logistics to task internal team members & subcontractors, tools & parts to complete service events
  • Lead, direct and manage customers, subcontractors and internal team members and their deliverables related to installation and service delivery
  • Identify and implement Service Delivery and Support Concept, processes, tools and capabilities. Validate needed processes and tools are in place and trigger gap closure as needed
  • Develop Statement of Work for subcontractors in coordination with R&S Contracts Team. Manage subcontractor performance and relationships
  • Coordinate training of subcontractors, internal resources and customers with responsible technical departments
  • Define and monitor KPI's. Additionally, track and report on cost, margin and revenue information related to the program
  • Root cause any customer or quality issues and collaborate to set in place corrective and preventative actions
  • Actively drive process improvements & lean initiatives. Document processes and work instructions
  • Manage complex projects involving multiple departments and various technical and business process related deliverables

Your qualifications

  • 5+ years of experience and BS in Project Management, Business, or equivalent.
  • Experienced with Air Traffic Controller Systems, and/or IP based voice communication systems
  • Ability to comprehend technical electrical and mechanical documentation and apply knowledge in relevant situations
  • Proficiency in MS Excel, with the ability to use data manipulation functions to analyze, filter, sort, and present complex datasets effectively through charts and graphs, enabling informed decision-making
  • Demonstrated experience managing complex projects. PMP/PMI Certification is a plus
  • Excellent communication and teamwork skills
  • Candidate should be based close to a major US airport
  • Strong preference for someone within commute distance to our Columbia, MD or Coppell, TX offices
  • Ability to travel a minimum of 25%, primarily domestic travel with occasional international travel
  • Proficiency in Microsoft Office tools
  • Experience in Lean, Six Sigma, and 5S a plus
  • Familiarity with SAP a plus
  • In order to be considered, external candidates must be a US person capable of receiving a U.S. Government public trust clearance.

The total compensation for this position is $90K-$168K. Total compensation includes base salary, variable pay (when applicable) plus benefits. The range is determined by the position, geographic location and level. Individual pay within the range is determined by several factors including location, education or training, relevant work history, sales incentive structure and job-related skills.
