ESSENTIAL DUTIES AND RESPONSIBILITIES
Compliance Oversight
- Responsible for the development and administration of all regulatory compliance policies for the Bank
- Prepare and perform periodic tests of transactions and/or procedures to monitor the effectiveness of the compliance program and staff performance
- Facilitate periodic regulatory examinations relating to compliance management and CRA; review and coordinate the completion of management responses to those findings noted from State and Federal Examinations
- Ensure each Department has effective procedures in place, and that monitoring is conducted on a timely basis
- Work with Department managers to direct corrective action to compliance findings by auditors and examiners; maintain a tracking matrix to chart audit/exam findings and maintain documentation of corrective actions
- Communicate the current state of the Bank's compliance management system, including any compliance and audit deficiencies to Management and the Board of Directors through written reports and oral presentations, summarizing the last quarter's audits, monitoring, assessments, and other relevant items
- Ensure Bank-wide administration of the compliance management system; address ongoing regulatory compliance changes and coordinate any action needed by the Bank to comply with regulatory changes
- Maintain current knowledge of the regulatory environment, and all state and federal regulations; attend training as needed to remain well-versed in banking regulations
Compliance Operations
- Participate in the introduction and development of new software, products, and services to ensure proper consideration of regulatory compliance throughout the process
- Responsible for the maintenance of existing disclosures and the development, implementation of any necessary new disclosures
- Review Bank's marketing and all extensions of credit to insiders
- Manage the Bank's Customer Complaints Program and related procedures
- Provide annual analysis of HMDA, Fair Lending, and community development activities related to CRA performance standards, reporting them regularly to Board and Bank Management
- Facilitate the necessary communication with Bank personnel for changes in laws and regulations applicable to Bank operations
- Provide the necessary support for ongoing employee and director compliance training by establishing and maintaining online, and in-person training programs; maintain information about all staff/directors' training activities related to compliance
CRA
- Serve as the Bank's Community Reinvestment Act Officer, Privacy Officer, and Custodian of Records
- Responsible for the annual filing of CRA and HMDA reports to regulatory agencies
Audit Relationship Oversight
- Serve as the interface between third-party compliance auditing firm and Board
Management
- Manage a team of two Compliance professionals
- Assist in the administration of the Bank's BSA/AML program

REQUIREMENTS
- Bachelor's Degree, CRCM required
- Minimum of 5-7 years' experience leading a financial institution's regulatory compliance management program
- At least 3 years of supervisory experience preferred; proven success in a supervisory/managerial role while working with various levels of management
- Familiarity with TruPoint software a plus
- Demonstrated experience working directly with outside regulatory audit companies and examiner teams to satisfy audit requests, present evidence, and provide management responses to findings that are identified during the audit or assessment
- High degree of initiative, dependability, and ability to work independently
- Detail-oriented with demonstrated multitasking and organizational skills
- Excellent written and verbal communication skills, as well as interpersonal skills
- Capable of collaborating with diverse teams and promoting a positive enterprise-wide compliance culture
- Demonstrate a complete understanding of the implementation of policies, procedures, training, monitoring, and administration as it relates to all areas of a bank-wide regulatory compliance management system
- Must be willing and able to report to Headquarters in Tewksbury five full days a week
