Clearance Requirements: Ability to obtain and maintain a Level Q clearance with DOE

Job Type: Full Time, onsite, and contingent upon contract award

Education: PhD required in a science or engineering field relevant to nuclear weapons, nuclear power, or nuclear fuel cycle.

Years of Experience: 20

Contract Lead, Nuclear Verification: A minimum of 20 years of experience in the nuclear weapons field. Knowledge of and experience with the following is required:

1) U.S. nuclear weapons design, production, dismantlement, and legacy testing activities;

2) U.S. and foreign nuclear weapons programs and facilities;

3) U.S. nuclear weapons stockpile stewardship activities, including weapon life extension, safety, surety, performance, and survivability issues and requirements;

4) Nuclear weapons, arms control treaties, and agreements;

5) Monitor and verify technologies, procedures, approaches, and policies, to include experience generating programmatic requirements and oversight of research and development activities.

Responsibilities:

The Contract Lead, Nuclear Verification will:
  • Assist ONV Federal employees in managing the International Partnership for Nuclear Disarmament Verification, including the executive secretariat and setting direction, reviewing documents for publication and events such as the Nuclear Nonproliferation Treaty Review Conference, planning exercises, supporting international workshops, and conducting internal project management.
  • Assist ONV in managing the ACAI Next Generation Arms Control Expert program development and support, enhanced foreign partner collaboration. Under Federal guidance and oversight, include: support development of laboratory call for proposals and selection; support NA243 technical needs assessment; evaluate and advise on program needs to NA-24 leadership; provide feedback to early career programming; develop capstone mid-career program and content; select participants for knowledge transfer interviews; inform development of unclassified and CUI document repositories; develop approval processes and systems for new programming and content; provide feedback on all products; draft TP and background papers as needed.
  • Assist ONV Federal employees in negotiating, monitoring, and verifying compliance with international nonproliferation and arms control treaties and agreements.
  • Assist in developing technologies, procedures, policies, programs, and strategies that address current and emerging arms control and nonproliferation challenges and opportunities.
  • Provide expert technical advice to ONV staff.

Other requirements:
  • Ability to interact daily with the N-24 customer and NNSA organizations in a dynamic, fast-paced environment, including multi-tasking and prioritizing requirements;
  • Excellent communication skills, both written and oral;
  • Background in nonproliferation and arms control;
  • Former Action Officer at DOE with knowledge of NNSA/ONAC is a definite plus;
May include travel requirements in support of the contract ~20%.
