REQUIRED QUALIFICATIONS / SKILLS
- SECURITY CLEARANCE: USSecret and NATO Secret
- EDUCATION: Bachelor's degree from an accredited university
- CERTIFICATIONS: N/A
- EXPERIENCE LEVEL: At least five (5) years' experience working with exposure to USAF Doctrine and the NATO Consultation, Command and Control Board (C3B) and its subcommittees.
PREFERRED QUALIFICATIONS / SKILLS
- Ability to read through highly detailed and complex technical documents to extract relevant information.
- AWACS, JSTARS, or CRC rated Air Battle Manager or enlisted Weapons Director.
- Provide technical expertise to analyze concepts and technical disconnects with Air Force, Joint, or Coalition standards, implementation of those standards, and provide solutions or recommendations in appropriate format as required.
- Participate in review and development of operational concepts and architectures that use existing and emerging capabilities to achieve USAF platform/system information exchange requirements, interoperability, and operational employment objectives.
- Research existing US and Allied technical documents to identify discrepancies, and develop change proposals to current/future TDL configuration items including, but no limited to (US MIL STD 3011, 6011, 6016, 6017, 6020, MADL, Cursor on Target (CoT), as well as applicable NATO Standard NATO Agreements (STANAG) & Allied TDL Publications (ATDLPs), Allied Data Publications (ADatPs), and Allied Procedural Publications (APPs), etc.
- Draft Technical Information Design Plan-Test Edition (TIDP-TE) documents which can provide a basis for formal US MIL STDs, STANAGs, ATDLPs or APPs. Draft TIDP-TE documents are produced on average, once every five years.
- Research and gather information to develop Background Papers, staff studies, Talking Papers, or presentation materials as assigned by the Government.
- Contribute to the research and development for the update of the AF Concept of Link Employment (COLE).
- Research, develop and evaluate change proposals that show Command and Control symbols.
RESPONSIBILITIES
- Research operational requirements for USAF tactical combat systems information exchange requirements (IERs), consider USAF platform implementations and capabilities, and engineer changes to TDL MIL STDs to achieve the desired results, with minimal impact to other functional areas, platforms, and systems, while ensuring compatibility and functionality with older, non-updated systems.
- Review IERs for platforms as indicated in platform documented Information Support Plans (ISPs) to verify the correct MIL STD references, and to validate that existing message structures support required IERs.
- Coordinate with USAF requirements and program offices to provide technical TDL expertise to facilitate TDL integration into USAF platforms and systems.
- Advise USAF system program office software developers, and test personnel on TDL transactional formatting, including stimuluses, database fields, processing constraints, data purge processing, operator alerts, transmit rules and receive rules, as well as bit level formatting, and functional implementations as described in the appropriate MIL STD.
- Develop and evaluate previously developed, bit-level implementation specifications for USAF platforms and systems. These implementations depict the total TDL implementation requirements for the platform.
- Provide technical support at program Technical Interchange Meetings and Design Reviews concerning TDL implementations. The USAF originates on average, 15 new TDL change proposals per year.
- Attend Joint, Bilateral and Allied TDL meetings, working groups, and subgroups, as directed by the Government, to represent USAF TDL objectives. Understand technical discussions and impact to USAF requirements, systems, and platforms to ensure that USAF interests and equities are accurately represented, and positions professionally argued upon technical merits. Recognize opportunities for joint and allied interoperability and pursue solutions while defending existing USAF equities and Joint capabilities.
- Review technical change proposals from other services and allied nations to determine impact to USAF platforms/systems, and provide written evaluations with required change pages, while considering USAF equities against Joint/Allied interoperability objectives.
- Analyze interoperability test trouble reports to determine impact to system under test, and to other platforms, to evaluate the criticality. Participate in USAF Technical Analysis Groups and Joint Analysis Review Panels to ensure test results accurately reflect violations of relevant MIL STDs. Create Interface Change Proposals when appropriate to address shortfalls found in the MIL STD as a result of test and evaluation analysis.
- Review new draft versions of MIL STDs and be able to find incorporation errors and provide correct bit formatting, verbiage, or notations to achieve intended interoperability objectives.
