The Property Tax Assistance Division (PTAD) provides technical assistance to local governments and taxpayers on property tax issues. PTAD is split into two areas, Appraisal Operations and PTAD Programs, allowing the Division to meet customer needs and implement statutory requirements in many innovative ways. This position is a critical senior-level managerial position under the PTAD Programs and administers the daily operations and activities of the Data Analysis and Technical Assistance (DATA) section. This position manages daily activities of staff and systems in the Data section, including the Data Analysis Team and the Education and Communications Team.
This position may be eligible for a flexible/hybrid work schedule if certain conditions are met; working arrangements may change at any time as business necessitates.
Qualifications:
Education:
Graduation from an accredited college or university with a bachelor's degree.
Preferred Education:
Graduation from an accredited college or university with a master's degree in research, finance, business, government, statistics.

One (1) additional year of experience developing educational or training materials work may substitute for thirty semester hours of educational requirement with a maximum substitution of 120 semester hours (four years).

In this role you will:
Establish goals and objectives for the Data Analysis, External Relations, and Technical Assistance teams; managing the projects that have clear statutory deadlines related to property tax; develop staff schedules, priorities, and standards for achieving established goals; coordinate and evaluate activities; and plan, assign and supervise area staff.
Oversee the activities of the Education and Communications Team, including the division's statutory responsibilities for property tax professionals' education approval, School District Property Value Study protest coordination, open records, providing technical assistance and informational materials such as forms, publications, and webpages.
Oversee activities of the Data Analysis Team, including the division's statutory responsibilities for the Electronic Appraisal Roll Submissions, PT2 system, certification of the School District Property Value Study, self-report protests, and school district audits.
Veterans:
To receive veteran's preference, a copy of your DD214 (Member 4) is required.
Surviving Spouses or Orphans must provide DD 1300 or DD 214.

- Five (5) years' management or supervisory experience.
- Four (4) years' relevant experience administering large programs.
- Two (2) years' experience working in government in a state agency, local government entity or legislative office.
Preferred Experience:
- Six (6) years' management or supervisory experience.
- Four (4) years' relevant experience working with large data sets, data analysis, and statistics.
- Four (4) years' relevant experience developing external communications including writing and editing published information, including administrative rules, publications, and informational materials.
- Experience developing educational materials for adult learners or professional certifications.
- Experience managing complex government programs and staff, including managing the project process and completion dates for multiple deliverables.
- Experience in the property tax field.
- Experience reviewing and monitoring legislation, determining impact of legislation, and implementing legislation.
Substitution:

Licenses/Certifications
- Must have or be able to certify as a Registered Professional Appraiser (RPA) or Registered Texas Assessor (RTA) within three years.
- A valid Texas (or state of residency) driver's license and a satisfactory driving record are a condition of employment. Applicants offered an interview must present the following documents at or before the interview: A state issued driving record for the last 36 months; valid Texas driver's license (or state of residency driver's license); and current proof of automobile insurance.
