Position Summary: As part of the New York City Public Schools (NYCPS) Office of the First Deputy Chancellor (FDC), the Office of School Performance (OSP) conducts analyses and creates interactive, web-based tools and visualizations that help educators, administrators, and community members analyze student, school, and district-level data to target interventions and improvements for organization and operational priorities. These tools are part of an integrated support system that enables educators and administrators to best serve the NYCPS 1.1 million students and 75,000+ teachers, across 1,800+ schools. The Deputy Executive Director, OSP has many vital responsibilities within the organization. This position is responsible for coordinating engagement on school performance policy with parents, students, internal offices, external researchers, and other government organizations. The Deputy Executive Director also manages all of our research and development around changes and adaptations to our public reports as we align them to the priorities of the Chancellor and other NYCPS leaders. Direct Reports: Director of Product Development, Director of Product Design, Coordinator of Strategic Operations and Evaluation

Key Relationships: Works closely with the New York State Department of Education (NYSED), external research partners including Research Alliance for NYC and Education Analytics, Division of Instructional and Information Technology, Office of School Leadership, Office of Academic Policy and Systems, Research and Policy Support Group, Office of Data Management, Office of Talent Research and Data, Division of Contracts and Purchasing, Office of Postsecondary Readiness, Office of State/Federal Education Policy and School Improvement Programs.

Responsibilities

Strategic Vision and Engagement

  • Oversee the strategic use of quantitative data across the Department, working with key offices to focus on the impact of evolving accountability and evaluation measures while examining relevant data, research, and accountability policy issues.
  • Oversee the implementation of accountability tools for key NYCPS processes, including early engagement with struggling schools.
  • Manage all communications plans regarding school and student performance, assessment, and accountability, including long-term accountability plans and policies.
  • Manage preparations for public announcements and product releases, e.g., release of School Quality Reports, School Survey results, and Item Skills analysis.
  • Coordinate reports for the Mayor's Office, and the City Council.


  • Develop and present briefing and presentation materials, using performance data for Deputy Chancellors.
  • Help manage responses to press and external inquiries.
  • Serve as a resource for policy and research across the NYCPS.


Product Development

  • Set the direction of the products for our accountability reports including, School Quality Reports, Principal Performance Review, and Item Skills Analysis.
  • Determine the strategy for the Insight web system which provides up-to-date data on exams, credits, and attendance for students and serves as the NYCPS early warning system for students at risk of dropping out.
  • Ensure that families are empowered by our products.
  • Ensure that all of our products meet high standards of timeliness, accuracy, and security.


Design and User Experience (UX)

  • Set the direction of the team's design and user experience research.
  • Determine the strategy of user research to drive the direction of accountability and data tools.
  • Ensure that all our products meet the user's needs and adapt to changes in city, state, and federal policy changes.
  • Ensure that our products take advantage of new technologies and techniques to make them as usable and useful as possible.
  • Ensure that our user experience and design empower families.
  • Ensure that our products are accessible to all readers.


Qualification Requirements:

Minimum

  • A master's degree from an accredited college or university in education, educational psychology, educational leadership, public administration, public policy, social work, or a closely related field, and two years of satisfactory, full-time progressively responsible professional experience in education administration, in such areas as: portfolio planning, educational grants/funding, student enrollment, assessment and accountability, youth development, special education, early childhood, program evaluation, policy research, college and career readiness, health and wellness, immunization, diagnostic and treatment services for parents and children, out of school programs, career and occupational education, curriculum development, evaluation and testing, educational planning, and educational statistics, or a related field, at least 18 months of this experience must have been in an executive, managerial, consultative, administrative or supervisory capacity in education administration; or
  • A baccalaureate degree from an accredited college or university and four years of satisfactory, fulltime progressively responsible professional experience, in one or more of the areas as described in "1" above, at least 18 months of which must have been in an executive, managerial, consultative, administrative or supervisory capacity; or
  • A four-year high school diploma or its educational equivalent and six years of satisfactory, full time professional experience, in one or more of the areas as described in "1" above, at least 18 months of which must have been in an executive, managerial, consultative, administrative or supervisory capacity; or
  • Education and/or experience equivalent to "1", "2", or "3" above. Undergraduate education above the high school level may be substituted for professional experience, in the areas described in "1" above, at the rate of 30 semester credits from an accredited college or university for each year of experience, up to a maximum of 4 years. Graduate education in areas other than those mentioned above, may be substituted for the professional experience, at the rate of 15 graduate semester credits from an accredited college or university, for 6 months of experience, up to a maximum of 1 year of professional experience. However, all candidates must have a high school diploma or its educational equivalent and 18 months of experience in an executive, managerial, consultative, administrative or supervisory capacity in education administration as described above.

    • Strong presentation skills, including presentation design; proficient in PowerPoint.


  • Preferred

    • Knowledge of basic statistics.
    • Experience with data visualization or design.
    • Ability to translate broad policy guidelines into actionable data requirements and business rules.
    • Experience solving complicated data-related challenges and the ability to make a difference in education.
    • Ability to collaborate with programmers and analysts while also completing workstreams independently.
    • Ability to work on a number of projects simultaneously.
    • Experience or working knowledge of the public sector and/or interest in public education.

  • Salary : $131,250 - $144,500

    (Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
