PURPOSE:
Provides the execution delivery leadership for Pharmacy strategic initiatives, including Pharmacy Benefit Management implementation and performance management. Leads the delivery of product and technology roadmaps, backlogs, and third-party relationships. These programs are large-scale, complex, involving significant integrations to achieve significant strategic impact on CareFirst. Responsible for delivering these products on time and on budget. Serves as single point of accountability for the development and delivery of critical Pharmacy business capabilities.

QUALIFICATIONS:
Education Level: Bachelor's Degree in Computer Science, Information Technology, or related field OR in lieu of a Bachelor's degree, an additional 4 years of relevant work experience is required in addition to the required work experience.
Experience: 8 years Related professional experience. 3 years Management experience.
Preferred Qualifications: Master's degree; 10 years related professional experience.
Knowledge, Skills and Abilities (KSAs)
Salary Range: $153,920 - $265,000

Serves as single point of accountability for the development and delivery of critical Pharmacy business capabilities.
ESSENTIAL FUNCTIONS:
- Defines the strategy for delivering implementation program and technology solutions deployed to meet the current and future strategic goals, risk management imperatives, and mandates on a national scale. Creates a roadmap to enable strategic goals and delivers the capabilities defined in the roadmap. Works closely with senior management (internally and with external partners) to define services and solutions that can meet current and future needs. Responsible for sponsoring strategic initiatives, influencing product strategy, developing solutions, and securing funding and prioritization to proceed.
- Works proactively with customers to set direction for program initiatives, prioritize work across programs, propose future initiatives, support continuous planning cycle, and seek out new opportunities. Acts as the solution delivery manager to ensure successful completion of the technology product project portfolio. Serves as the escalation point for major issues associated with technology delivery programs and is responsible for working with leadership and cross-functional teams to resolve them.
- Maintains portfolio view of all initiatives within their responsibility; ensures adherence to consistent project management guidelines and policies for programs; Ensures the technology delivery programs are managed on schedule, on time, and within scope while escalating highly visible issues and risks to senior management attention. Manages the budget of the portfolio of programs and initiatives for which they are responsible. Directly responsible for the software engineering teams supporting the product delivery.
- Provides direction, prioritization and motivation to program and product teams, in order to manage allocation of resources to meet work fluctuations and budget and time constraints across multiple programs, third party and internal dependencies, and industry mandates. Provides product and business direction and guidance to the technology product delivery teams. Reviews staffing goals and expectations to ensure that each is consistent and adequate to meet goals. Delegate responsibility and authority to appropriate staff within the team. Evaluates performance of each team member, generates development plans and sets goals within the context of the corporate policy. Provides coaching, counseling and motivation to team members ensuring staff has the appropriate tools and training.
