Position Summary: New York City Public Schools (NYCPS) provides a clean and safe environment for its students and staff. School Facilities manages approximately 130 million square feet of floor space in over 1,300 separate sites throughout New York City, employing approximately 500 mechanics, 900 custodian engineers, and 300 other employees with expertise in the fields of facilities management, engineering, environmental health, administration, accounting, construction, planning, and project management.

The Director of Labor is responsible for managing DSF's labor relations, workforce planning, and compliance with labor laws and regulations. The incumbent serves as the primary point of contact for labor matters, ensuring positive employee relations, effective negotiation and implementation of collective bargaining agreements (CBAs), and alignment of workforce strategies with organizational objectives. Performs related work.

Reports to: Executive Director, Talent & Labor

Direct Reports: Senior Manager and Lead Analyst

Key Relationships: Relationships will be fostered with NYCPS Office of Employee Relations, Union representatives, higher leaderships, and other related stakeholders.

Responsibilities

  • A ct as the primary liaison between the organization and labor unions, negotiating contracts, handling grievances, and resolving disputes.
  • Ensure the organization adheres to all federal, state, and local employment laws, regulations, and collective bargaining agreements; review policies and practices to support systems compliance in all aspects of talent relations activities.
  • Design and develop employee relations training programs for all School Facilities staff and conduct workshops and training sessions to promote the organization's DEIB and enhance employee engagement and satisfaction.
  • Stay abreast of regulations, and industry standards related to labor relations and disciplinary processes.
  • Oversee disciplinary procedures and ensure fairness and consistency by government agencies' rules and regulations, policies, and applicable laws.
  • Ensure the organization adheres to all federal, state, and local labor laws and regulations.
  • Lead the preparation of reports, audits, and documentation required by regulatory agencies or internal stakeholders.
  • Stay current on labor law updates and advise leadership on implications for the organization.
  • Prepare and present reports and documentation related to talent relations as needed for regulatory compliance, audits, and internal purposes.
  • Proactively communicate with managers, staff, and union representatives to address employee concerns and conflicts, foster a positive workplace environment.


Qualification Requirements:

Minimum

  • A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management. Eighteen (18) months of this experience must have been in an executive, managerial, administrative, or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
  • A baccalaureate degree from an accredited college and four years of satisfactory full-time professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in "1" above.
  • An associate degree or completion of 60 semester credits from an accredited college and six years of satisfactory full-time professional experience as described in "1" above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in "1" above.
  • A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and eight years of satisfactory full-time professional experience as described in "1" above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in "1" above.
  • A combination of education and/or experience equivalent to "1", "2", "3", or "4" above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma and at least two years of experience as described in "1" above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in "1" above.


  • Preferred

    • Analytical mindset with the ability to develop strategic workforce solutions.

    • Strong analytical and problem-solving skills, with the ability to effectively navigate complex and sensitive employee relations issues.


    Salary : $ 126,054 - $149,000.

    (Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
