We are seeking an experienced Project Manager to lead and oversee technology-related projects with a focus on business analysis and requirements documentation. This position will be responsible for managing complex initiatives, ensuring project alignment with functional, technical, and security standards, and collaborating with cross-functional teams in a matrixed organization.
Primary Responsibilities:

• Manage key aspects of technology-related projects from initiation through completion
• Ensure all project tasks follow development processes and meet quality standards, security, and contract requirements
• Coordinate with both internal and contractor staff to plan, assign, and evaluate project tasks
• Define, review, and manage deliverables and acceptance criteria
• Oversee project budgets, schedules, resource planning, and cost projections
• Resolve quality issues and ensure compliance with project standards
• Communicate regularly with stakeholders and leadership to report progress and escalate issues as necessary
• Monitor and assess the performance of third-party vendors and contractors
• Facilitate business analysis, including documenting business processes, recommending improvements, and writing detailed system and functional requirements
• Support the development of solicitation documents such as RFIs, RFOs, and SOWs

Minimum Qualifications:

• 8 years of full-time experience managing large, complex projects through all development phases
• 8 years of experience with structured design processes, scope control, estimation, risk mitigation, and corrective actions
• 8 years of experience coordinating project activities and making critical decisions
• 8 years of experience analyzing business systems, stakeholder needs, and documenting detailed requirements
• 8 years of experience facilitating business process mapping and identifying technology solutions to improve efficiency
• 8 years of experience working directly with a Texas state agency in a project management role
• 5 years of experience writing solicitation documents (RFI, RFO, SOW)
• 5 years of experience collecting and reconciling requirements across multiple teams and locations
• 5 years of experience with DIR and Data Center Services (DCS), including cloud-based solution implementation
• 5 years of experience using the Texas Project Delivery Framework
• 1 year of experience with Salesforce (preferred)
