The Fiscal Affairs Department of the International Monetary Fund is seeking a qualified candidate with proven expertise in public financial management (PFM) to fill a headquarters-based contractual Advisor position in the Public Financial Management II Division (M2) in Washington D.C. The position will be for an initial period of two years, renewable up to four years subject to satisfactory performance. The Advisor will be required to travel overseas. The selected candidate will:
provide capacity development (CD) on PFM to IMF member countries in most of the following areas: legal and regulatory framework, budget preparation and medium-term expenditure frameworks, budget execution and expenditure control, treasury systems including cash and debt management, fiscal risks management, fiscal transparency, and public investment management; manage donor-funded projects and supervise PFM resident advisors assigned to member countries and regional technical assistance centers; and undertake analytical work and research on PFM topics.
Qualifications:
Applicants should have a university degree or equivalent qualification in a relevant subject, ideally in economics, finance or accounting and at least 10 years of experience in the field. They should possess excellent interpersonal skills, an ability to work as part of a team, an aptitude to effectively transfer technical knowledge and maintain effective and cooperative relations with national authorities and donors. Preference will be given to candidates who have practical experience in the areas outlined above in a senior line or advisory position within a ministry of finance, or a related budgetary institution, development agency, or international organization. Applicants should also have excellent written and oral communication skills in English and in French.
