The Europe and Central Asia (ECA) Region Context

The Europe and Central Asia (ECA) region comprises 30 extremely diverse, predominantly middle-income countries, with a population of nearly 500 million people. ECA countries face structural and legacy issues, including an incomplete transition to a market economy and declining productivity, weak institutional capacity, dependence on fossil fuels, limited physical and digital connectivity and, in many instances, aging populations. Recent shocks (COVID-19, Russia's invasion of Ukraine, weather shocks and natural disasters) have further exacerbated these challenges, with significant impacts on the level, inclusiveness and sustainability of growth and overall living standards.

The World Bank Group is working closely with client countries in the region to address these issues, with increasing focus on productivity growth and job creation, energy security and water management, human capital and economic inclusion, and physical and digital connectivity. The region has a strong lending pipeline and a large portfolio of projects spanning a number of sectors. In addition, knowledge is critical to the bank's value proposition to client countries in the ECA region.

Latin America and the Caribbean (LCR) Region

The WBG serves 30 client countries in the Latin America and the Caribbean Region (LCR). Clients range from large rapidly growing sophisticated middle-income clients to IDA countries to small Caribbean states to one fragile state. Despite immense resources, dynamic societies, and an average annual per capita income of about $4,000, deep inequalities persist in most LCR countries, with nearly a quarter of the Region's people living in poverty. The last Bank's strategy for LCR focused on three pillars: (a) supporting the foundations for inclusive growth; (b) investing in human capital and protecting the poor; and (c) building resilience. In the aftermath of the COVID-19 pandemic, this strategy will need to be adjusted to better support the countries deal with a health crisis without precedents and an economic crisis not seen since modern statistical records started in 1900. Yet, the basic elements of the strategy: accelerating growth (following a projected GDP contraction in 2020 of 7.2%), investing in human capital, including in health (in the most affected region by COVID-19), and building resilience appear fully relevant.

Background

The Senior Operations Officer (SOO) will work directly with the RPD DT LCR/ECA and the two DT regional units (DLCDD, DCADD). The role involves supporting the integration and operationalization of Digital Transformation (DT) initiatives, ensuring alignment with regional and corporate strategic priorities, and facilitating collaboration with the Digital Vertical's Global units.

Duties and Responsibilities

The SOO will be responsible for the following:

1.Quality Assurance and Reviews:
Assist with quality assurance and reviews of DT operations.
Review lending packages and other key documents for RPD and PM formal concurrence or approval, ensuring compliance with the Bank's and Regions' due diligence, procedures, corporate priorities, and quality standards.
Strong familiarity with Implementation Status and Results Reports (ISRs) and Implementation Completion and Results Reports (ICRs) is required.

2.Strategic and Operational Support:
Provide strategic and operational support and policy guidance to DT task teams and PMs in the regions under the RPD's responsibility.
Assist with the preparation, appraisal, implementation, and evaluation of operational products.

3.Monitoring and Evaluation:
Provide hands-on assistance to task teams for Monitoring and Evaluation, including theory of change and results frameworks, of lending operations and Trust Fund (TF) activities.
Provide guidance on good practices, operational examples, and resources for key elements such as theory of change, results frameworks, or economic analyses for projects.

4.Portfolio Monitoring and Management:
Assist with portfolio monitoring, reporting, and management efforts.
Raise issues and advise the RPD and PMs on portfolio management issues before or as they arise.
Provide ad-hoc qualitative analysis of and support to specific aspects of DT's portfolio and ASA program.

5.Liaison and Collaboration:
Represent the RPD and liaise with other actors in the Regions, the DT Vertical, OPCS, IFC, MIGA, IEG, and other corporate players on quality, portfolio, and operational issues.
Facilitate collaboration with the Digital Vertical's Global units to identify key operational needs, results, and best practices.

6.Compliance and Reporting:
Monitor, follow up, and report on DT's achievements and compliance with key DT, regional, and corporate commitments, particularly those related to the Accelerating Digitalization GCP, the IDA21 policy commitments, the MFD/PCM agenda, Citizen Engagement, Gender, and Climate Change.

7.Learning and Capacity Building:
Assist with carrying out learning activities on operational policies, procedures, instruments, and approaches.
Support and strengthen the capacity of DT Task Team Leaders and client country implementation agencies in the Regions the RPD oversees.

8.Management Briefs and Presentations:
Assist with the preparation of management briefs, comments, and presentations on operational policy matters and other related regional and corporate priorities.
Review briefs and oversee arrangements for high-level meetings, including the Annual and Spring Meetings.

9.Coordination with Development Partners:
Support the DT program on all strategic matters and coordination with development partners where needed.
Monitor the implementation of digital activities in MoUs signed between the WB and other IFIs, acting as focal point for the three Regional DT PMs.

10.Cross-Vertical Analysis:
Liaise with colleagues working in other verticals (infrastructure, people, planet, prosperity) to provide analysis on the impact of digital technologies for these sectors in coordination with the Regional DT PMs.

Selection Criteria
Advanced degree (Master's) in a relevant field (e.g., Business Administration, Information Technology, Digital Transformation) with 8 years experience.
Extensive experience in operational policies and procedures, quality assurance, and portfolio management.
Strong familiarity with ISRs and ICRs.
Excellent strategic and operational support skills.
Proficiency in Spanish is an advantage.
