Description:

ICF is currently seeking a Subject Matter Expert - Federal Collection & Enforcement to provide Program Support Services (PSS) for the Administration of Children and Families (ACF) Office of Child Support Enforcement (OCSE). The purpose of this project is to assist the Administration for Children and Families (ACF) Office of Child Support Enforcement (OCSE) in enabling state and tribal child support agencies to better comply with federal law and improve enforcement and service delivery through program and IT management, technical support, training/communications, and data access services. As the Subject Matter Expert, you will provide expertise into the Federal Collection & Enforcement Line of Business and will be responsible for coordinating all project deliverables in your area of work.

The successful candidate will have relevant experience and a documented record of working within child support enforcement programs, particularly in federal collections and enforcement. They will demonstrate a strong understanding of tax refund offset fraud, improper payments, data collection and reporting, and compliance with federal and state regulations. Additionally, the candidate will possess knowledge of federal and state compliance requirements for child support enforcement and have experience in program outreach, technical assistance, and operational support. Their expertise will enable them to collaborate with agency stakeholders including the State Department for the Passport Denial Program and Treasury's Bureau of Fiscal Service for the Federal Offset Programs.

The hire of the Subject Matter Expert - Federal Collection & Enforcement, or any replacements thereof, must be approved in writing by the CO or the COR.

Key Responsibilities:
  • Increase state's and tribe's opportunities for collecting and enforcing past-due child support payments by using OCSE-authorized tools and OCSE-administered programs by:
  • Improving methods for capturing, monitoring, and exchanging FCE data reports, analytics and trends with the states and tribes
  • Provide updates and information to states, identifying trends and data to assist fraud detection
  • Coordinate with the State Department, IRS, and Treasury to identify fraud issues and improper payments
  • Prepare and maintain Passport Denial Success Stories
  • Develop State Collection Letters and Reports for state, tribal, and federal partners


Basic Qualifications:
  • MS or BS Required
  • Minimum of 5 years of experience in a child support program leadership experience meeting all contract deliverables and requirements within budget and the use of appropriate tools to track project deliverables
  • Minimum of 10 years of relevant child support services and enforcement experience or an equivalent of education and training
  • Minimum of 3 years' experience working in a multiple contractor environment
  • Ability to travel up to 10%


Preferred Skills/Experience:
  • Master's in social services related field.
  • In-depth knowledge of Title IV-D of the Social Security Act, which governs child support enforcement.
  • Experience working with state and federal agencies (State, IRS, Treasury), courts, and child support professionals.
  • Ability to provide technical assistance and training to staff on federal collection and enforcement
  • Familiarity with improper payments, fraud, offset programs, passport denial
  • Understanding of federal collections, fraud enforcement, and federal/state databases

  • Proficiency in MS Office Applications (Word, PowerPoint, Outlook, Excel, Project) and MS SharePoint

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:
$97,699.00 - $166,088.00
