Job Summary

Under the supervision of the Senior Manager, Works Administration Operations and Maintenance, the successful candidate will manage and lead various teams within the Operations and Maintenance Program Coordination section to ensure adequate planning and support for the delivery of operational, maintenance and seasonal services. This will include the Minimum Maintenance Standards program, stormwater infrastructure maintenance program, the customer care program, as well as seasonal programs including winter maintenance program and vacuum leaf collection program. The manager will collaborate with relevant teams to ensure the consistent and effective execution of the various programs. Initially, this role will focus on leading the Operations and Maintenance Program Coordination team in developing standards, procedures, and key performance indicators (KPIs) for regular and seasonal programs.

Duties and Responsibilities
Provide overall leadership, supervision, mentoring, coaching and training to direct and indirect reports.
Manage staff issues effectively, including recruitment, development, performance/behavior management and progressive discipline.
Ensure compliance of assigned staff with all occupational health and safety standards and procedures including scheduling of appropriate training.
Develop, implement and update new and existing operations and maintenance programs, ensuring compliance with relevant legislation and/or Council-approved service levels.
Ensure standard operating procedures (SOP's) are in place to ensure consistent execution of programs.
Assess the delivery of existing programs on a quarterly basis using a KPI dashboard and champion process improvements.
Research and benchmark programs to ensure alignment with industry best practice and for justification of decision making.
Work with sections within the Works Operations and Maintenance Division to ensure all aspects of the programs are addressed.
Respond to service requests from residents, Mayor, Councillors, senior management, internal departments and external agencies.
Coordinate updates, scheduling, data collection, mapping, and communication.
Lead the development and implementation of a new Customer Care Program and the team to efficiently and effectively manage, investigate, and triage the resolution of service requests for the Division.
Develop effective processes and procedures to ensure service requests are appropriately addressed within the approved level of service.
Actively participate in the division's annual business planning process by forecasting the section's budget and verifying budget proposals from peer groups to ensure the successful delivery of Operations, Maintenance, and Seasonal Programs.
Overall management of section budget including business planning process.
Develop business cases, Budget Requests and identify areas for savings.
Prepare communication, business cases and corporate reports related to operations and maintenance programs, including presentations to senior management and Council.
Membership in various committees, working groups and task forces.

Skills and Qualifications
Post-secondary diploma or degree in civil engineering, business administration or related field.
Licensed Professional Engineer (P.Eng) with membership in Professional Engineers Ontario or Certified Engineering Technologist (C.E.T.) designation with Ontario Association of Certified Engineering Technicians and Technologists (OACETT).
Certified Road Supervisor-Intermediate (CRS-I) designation with Association of Ontario Road Supervisors (AORS) would be considered an asset.
Minimum 10 years experience in engineering, construction or operations.
Demonstrated competency in leadership, supervision, mentoring, coaching, training, communication, business acumen, accountability, diplomacy, customer service, continuous improvement and City's core values - trust, quality and excellence.
Strong conflict resolution skills and ability to resolve concerns with tact and diplomacy
Demonstrated understanding and execution of collective agreements, City policies/agreements and Provincial/Federal legislation.
Demonstrated competency with Microsoft Office programs, INFOR, SAP and other City applications.
Demonstrated competency in working in a team environment, and with internal and external stakeholders.
Demonstrated competency in proactive approaches, LEAN process improvements, multi-dimensional thinking, problem solving, and multi-tasking.
Position requires successful candidate to travel between various locations within the City, as required.

Hourly Rate/Salary: $ 114,677.00 - $ 152,905.00
