Why does the job exist?

The purpose of this position is to focus on reducing the state's greenhouse gas emissions by at least 45% by 2030 from 2005 levels and achieving net zero emissions by 2050. The Clean Fuel Lifecycle Emissions Specialist leads in understanding, calculating, determining, and tracking the "well-to-wheel" emissions, or carbon intensities, for all the transportation fuels consumed in New Mexico. This position is key to the success of the new Clean Transportation Fuel Program, a market-based mechanism to reduce the carbon footprint of transportation in New Mexico.

How does it get done?

- Assist with developing water system vulnerability reports and conducting sewer rate surveys
- Coordinate outreach to community water systems for annual survey participation
- Analyze survey data and share results with stakeholders
- Perform research and data analysis using Geographic Information System (GIS) tools
- Use GIS to identify failing and at-risk water systems through mapping and reports
- Conduct needs assessments and risk analyses for drinking water system vulnerabilities
- Compile and rank data to prioritize assistance to failing systems
- Develop and apply risk evaluation criteria
- Collaborate with Mutual Domestic Water Consumer Associations (MDWCAs), technical assistance partners, and stakeholders
- Work with other NMED bureaus, contractors, and state agencies
- Communicate via phone, email, and virtual meetings
- Create and maintain outreach materials (e.g., presentations, brochures, guidance)
- Provide board training and technical planning support to public water systems
- Partner with technical service providers to meet contract deliverables
- Recommend priority assistance based on risk findings
- Support compliance with the Safe Drinking Water Act and Sanitary Projects Act
- Work with bureau leadership and legal staff to assess jurisdiction and revise statutory requirements

- Occasional contact with external Federal, State and Local regulatory bodies as well as contractors and environmental not for profit organizations

Ideal Candidate

The ideal candidate will have experience in the following:
- Developing and implementing public outreach campaigns
- Great interpersonal and communication skills across a variety of communication mediums, including but not limited to in person and virtual training
- Evaluating data and performing in depth analysis to prepare technically complex water resources reports and maps to incorporate into vulnerability assessments
- Strong technical writing, research and GIS skills

Minimum Qualification

Bachelor's degree in Agriculture Science, Hydrology, Geology, Environmental Science, Water Resources, Watershed Management, Physics, Natural Science, Physical Science, Life Science, Biology, Chemistry, Geography, Forestry/Forest Science, Conservation Science, Wildlife Science, Emergency Management, or Engineering and four (4) years of relevant experience. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling eight (8) years may substitute for the required education and experience.

Employment Requirements

Must possess and maintain a valid New Mexico Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certificate as a condition of continued employment.

Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required. Requires use of Microsoft office products, Teams and other virtual meeting platforms. Occasional overnight travel to hold classroom trainings, workshops and conference attendance.
