Summary
The Career and Culture Division (CCD) within the Department of Human Resources (DHR) seeks an innovative and dynamic Workforce Development Supervisor to join the Employee Experience team.
Reporting to the Employee Experience Manager, this role will collaborate with the Employee Experience Data Analyst in the development and deployment of an employee engagement survey AND will provide day-to-day supervision to the Workforce Development team; developing innovative programs and initiatives to support employee career goals and economic mobility as well as develop impactful interventions and programs centering the employee experience so that
The successful candidate will bring experience and knowledge in employee and leadership development, knowledge of survey design methodologies and technologies and the use of data to drive action. They will manage and oversee existing career development programs for King County employees at all levels, evaluating against industry standards, analyzing internal needs and re-focus or re-create programs to align with business priorities.
Additionally, in partnership with the Employee Experience team, this role will serve as a resource to operational partners throughout the County in the continuously evolving use of employee surveys and leveraging existing data sources and systems. This team will lead the creation of a holistic view of the employee experience backed by engagement and Human Resource operational/performance data.

This position is exempt from the provisions of the Fair Labor Standards Act and is not overtime-eligible. Employees are paid on a bi-weekly schedule, every other Thursday, comprising a 40-hour workweek, normally 8:00 a.m.-5:00 p.m., Monday through Friday. This position is not represented by a union and is classified as a Project/Program Manager IV; class code: 2441400.

- Provide leadership to the Workforce Development team. This includes supervision, program and project development and implementation, establishing goals, objectives, and measures in alignment with County priorities and initiatives.
- Design, manage implementation, and promote career development programs and interventions for King County employees, including people leaders.
- Develop trusted relationships across departments and employee groups to identify skills for success; create programs and initiatives that help employees acquire them.
- Nurture future leaders, create talent retention strategies, and influence senior leaders and frontline managers to adopt and implement those strategies.
- Prepare and deploy an annual engagement survey and periodic pulse surveys under the leadership of the Employee Experience Manager and in partnership with the Employee Experience Data Analyst.
- Ensure concise analysis of survey data. Collaborate to lead the facilitation and communication of survey data to County and organizational leadership throughout the enterprise. Facilitate action planning informed by survey data.
- Collaborate in the design and implementation of data visualization in modern toolsets such as Microsoft Power BI, Tableau, and other tools.

Experience, Qualifications, Knowledge, Skills
Minimum Qualifications
- Program and project management experience in the HR Life Cycle, Workforce Development, or similar field.
- Experience with the design, development, and implementation of innovative programs and initiatives to support employees in career development and the achievement of career goals.
- Experience with the creation and facilitation of curricula, e-Learning, and workshops.
- Experience supervising, developing, coaching, and mentoring employees.
- Excellent working knowledge of HR programs and the employee life cycle.
- Excellent verbal and written communication, interpersonal, collaboration, and presentation skills with the ability to provide excellent customer service to individuals from diverse backgrounds.
- Ability to successfully engage and work with employees at all levels of understanding of different learning topics and at all levels of the organization.
- Ability to present survey and data communication using non-technical language and creative presentation and facilitation techniques to engage a diverse audience.
- Ability to influence for change and business partner buy-in across functions and roles (i.e., frontline, managers, and senior leaders). Able to establish and maintain excellent relationships.
- Ability to analyze information and large data sets to comprehend complex needs and create solutions.
- Skill in data analysis, synthesizing information, and making recommendations.
- Skilled in utilizing and leveraging technical platforms such as survey tools, HR systems and technologies; with an ability to evolve skills with emerging technological tools.
- Demonstrated experience with data visualization in tools such as Microsoft Power BI and Tableau.
- Ability to handle multiple competing priorities and produce quality detailed work within tight timeframes with strong delegation and time management skills.
- Knowledge of change management principles and practices.
