Northrop Grumman, Mission Systems (NGMS) is looking for a Business Operations Manager 3 to support the Land and Maritime Sensors (LMS) Business Unit (BU) onsite in Baltimore, MD. This role is responsible for developing and executing the operational tempo for a high-growth Business Unit with a portfolio of domestic and international programs spanning a variety of Government and Prime Contractor customers. As a member of the LMS leadership team, this individual will play a critical role in crafting and delivering the vision of LMS.
The ideal candidate will have a demonstrated ability to balance and influence multiple competing priorities and individuals. They will have a sense of urgency, follow through and problem solving in a variety of scenarios and circumstances. They will be a dynamic, self-starter with strong attention to detail and the ability to function independently, meet deadlines and achieve commitments.

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. What You'll Get to Do:
The primary duties of this role will be the following:
- Provide direct support to the LMS VP by preparing/coordinating internal and external presentations, rough drafts/correspondence and other BU communications. Maintain the overall LMS schedule and set BU operations tempo. Handles various other recurring and ad hoc administrative tasks and act as executive office suite manager.
- Assist in providing executive leadership support to multiple Operating Units, facilitate business reviews and integrate day-to-day operational objectives to meet the BU's financial, non-financial and growth goals as well as help facilitate site business operations.
- In conjunction with the BU staff, lead the development, prioritization, and management of the BU's capital program. Ensure the BU stays within allocated budget.
- Lead the BU's affordability efforts. Work with each operating unit and business unit support functions to identify, prioritize, implement, and drive to completion projects to increase affordability of the business unit's programs and operations.
- Support development and allocation of the BU's NCTA budget. Assist in the execution of the approved projects to ensure spending is appropriate and that the BU remains at or under allocated budgets.
- Support the development and management of the indirect budgets. Assist business management personnel in the management of the indirect budgets to ensure spending is appropriate and that the BU remains at or under allocated budgets. Provide lower level visibility of overhead spending.
- Develop strategic approach for ensuring capital, facilities, and divisional/functional support staff align with AOP/LRSP execution.
- Coordinate the BU's facility needs while coordinating with division and sector organizations to ensure the BU has the facility resources required to meet objectives.
- Acts as the BU information technology interface with Division.
- Lead various employee initiatives for the BU. Support other employee initiatives in the division and sector.
- Identify BU focus areas for improvement/streamlining, development and execution of operational initiatives, monitoring of operational goals and sector-specific objectives, elimination of non-value-added activities at all levels in the organization, with a focus on enhancing collaboration.
- Lead the efforts to digitize the BU operations, with particular focus on automated data synthesis to ensure timely, transparent information that is a single source of truth, to enable local data analytics of business performance drivers, and to reduce manual, headquarters-driven data/information calls.
- Be the focal point for communication and collaboration for the business unit/functional operations functions. Facilitate engagement and reviews with operations counterparts at division.
- Be responsible for a broad range of BU operations including leading and managing monthly BU staff meeting, weekly/monthly/quarterly reviews, the monthly management report, and other meetings/reviews.
- Establishes agenda and coordinates preparation for leadership team meetings, events, and other key division meetings.
- Leads and manages Business Unit Reviews with the division office.
- Coordinate preparation the LMS Monthly Report and coordinates the development, review and monthly reporting of the Sector Operating Objectives (SOOs) and non-financial metrics.
- Play a key role in preparation for and coordination of quarterly team meetings with BU leadership.
- Provide leadership and support on various division and site initiatives, as assigned.
- There will be up to 15% travel for this position.
Basic Qualifications:
- Bachelor's Degree and 8 years' or a Master's Degree and 6 years of relevant work experience in project/program management, finance, engineering management, operations management, or business management with experience across a variety of contract types (cost, firm fixed price, time and materials, international and/or IDIQ) and/or a wide variety of project types (professional services, systems engineering/integration, and software development, and operations).
- Successful experience in Cost Account Management.
- Demonstrated ability to support complex initiatives while collaborating with multiple stakeholders including human resources, financial management, strategic planning, subcontractor management, contracts administration, project planning & execution, recruiting, and business development.
- Excellent organizational, verbal, and written communication skills, as well as project management, analytical, planning, and presentation skills are required.
- Experience in risk identification and risk management principles.
- Demonstrated strong leadership and teamwork skills.
- US Citizenship.
- Active DoD Secret Security Clearance.
Preferred Qualifications:
- Bachelor of Science Degree and 10 years' OR relevant MS degree and 8 years of relevant experience.
- Strong NG understanding and proven experience effectively working within and through NG (and/or a similar) corporate culture.
- Experience with the Defense Community customers.
- Demonstrated ability to understand detailed program financial performance; strong problem solving and analytical skills; ability to make recommendations and provide guidance to effectively bring projects to completion.
- Comprehensive knowledge of company and sector operations, policies and procedures.
