The WBG Chief Risk Officer (CRO) Vice Presidency is the core unit responsible for Group-wide institutional risk oversight, including establishment and monitoring adherence to risk policies and guidelines and risk assessment and reporting to the Board and executive management. Its mission is to enable and support the WBG to achieve its goals in a financially sustainable manner. The VPU assists management with identifying and managing Group-wide cross-cutting risks, enhancing risk response decisions, reducing financial and operational surprises and losses, seizing opportunities and improving deployment of capital. The WBG CRO Vice Presidency includes the IBRD/IDA, IFC, and MIGA risk teams and covers a wide range of financial and non-financial risks.

WBG Business Continuity and Crisis Management:

The Business Continuity and Crisis Management (BCM) Team is responsible for the World Bank Group's business continuity and crisis management program, both in HQ and overseas offices. The team provides expertise in business continuity, crisis management and resilience, works to raise awareness, and partners with our stakeholders to implement the program and to strengthen the overall resilience of the World Bank Group.

We are seeking a dynamic Manager to establish an integrated WBG Business Continuity and Crisis Management Department, to lead a joint team to coordinate the development, implementation, and continuous improvement of this program across all WBG entities. The successful candidate will be managing a team of business continuity and crisis management professionals and engaging with a large range of internal clients, both in HQ and our overseas offices including World Bank, IFC and MIGA. The position will be responsible for the delivery of the overall program as well as proactive thought leadership and innovation as we work to continually enhance the value we provide. In addition, the successful candidate will also lead the WBG's operational resilience program focusing on a coordinated approach to enhancing the overall resilience and preparedness across the WBG.

As part of this role, you will also provide technical support, strategic input and project leadership to all three WBG entities and support both entity level requirements as well as broader institutional needs including Operational Risk, Corporate Insurance and Enterprise Risk.

Duties and Accountabilities

The Manager will be responsible for overseeing and managing the following tasks across all WBG entities:
Lead a team of WBG BCM and crisis management professionals to:
1) Integrate, oversee, manage and deliver the annual business continuity work program for the WBG's (including IBRD, IFC, and MIGA) Business Units, Regions and Country Offices. The annual program includes criticality assessments, business impact analyses, review and update of recovery plans and exercises to test business continuity plans under various crisis scenarios.
2) Develop/implement/complement as needed training and awareness programs for staff to ensure they understand their roles and responsibilities in the event of a crisis.
3) Ensure that there are adequate business continuity plans in place for external vendors and suppliers who provide critical services or products.
4) Establish and monitor key performance indicators (KPIs) to measure the effectiveness of the business continuity program and report on these metrics to management.
5) Ensure the preparedness of the WBG to manage a crisis event in HQ, Regions and Country Offices.
6) Coordinate the operational resilience framework and enhance the overall resilience of the WBG working in close partnership with the WBG Emergency Management Team.
7) Drive the resilience program to focus on preparation planning and prevention of crisis working with relevant WBG stakeholders.
8) Develop and oversee the governance around business continuity and resilience including maintaining the secretariat of the WBG resilience task force.
9) Work closely with the operational and enterprise risk team to ensure reporting of business continuity risks are in line with WBG requirements and best practices.
10) Develop and implement tools, techniques and processes that support anticipation of crisis and strengthen crisis preparedness of regions and country offices.
11) Coordinate with risk partners to evaluate and monitor business continuity capabilities of third parties that support critical processes.
12) Coordinate and collaborate with ITS to ensure service continuity and disaster recovery are built into the business continuity program
13) Use technology and AI solutions to drive efficiencies and improve data analysis.
14) Monitor and evaluate the adequacy of risk mitigation plans being implemented to address gaps identified related to business continuity, crisis management or resilience.
15) Provide strategic leadership for the programs and identify areas for ongoing improvement, innovation and enhancement.
16) Coordinate recovery efforts in cases of emergencies and significant disruptions, assisting the WBG Emergency Management Team, Regions, Country Offices and business units in crisis management and business continuity.
17) Maintain awareness of industry, business, product, technology and control issues that relate to Business Continuity, Crisis management and resilience and implement enhancements to the overall program.
18) Monitor effectiveness of the overall program, plans, and exercises.
19) Provide overall strategic direction for all elements of the program with a focus on timely and high-quality deliverables.

Selection Criteria
Master's degree with a minimum of 12 years of experience or equivalent combination of education and experience.
Minimum of 12-15 years of experience in either one or more of these areas: business continuity management, crisis management, security, risk management or resilience
Planning, tactical and strategic thinking. Ability to integrate specific knowledge with broader operational strategies and policies and institutional objectives.
Strong relationship building and communication. Ability to act as an interlocutor in handling and facilitating business relationships. Ability to coordinate effectively in a team environment, acting as a team builder/motivator.
Track record of innovation, implementing positive changes and creating value in business continuity and crisis management practices
Project management. Effective in delivering measurable results in a resource-constrained environment, as well as a matrix-managed environment. Ability to manage multiple tasks for multiple clients while meeting deadlines. Demonstrated experienced in leading teams to deliver results
Flexibility and adaptability. Flexibility of reassessing and re-shifting priorities based on internal clients' needs. Willingness to undertake new roles and develop expertise
Excellent presentation, written and oral communication skills. Strong analytical skills to identify and
