As the Program Analyst (Integrated Logistics Support), you will be on a dynamic team where you will provide logistic and maintenance support to the U.S. Navy's Team Submarine Program Offices at the Washington Navy Yard in Washington, DC! Team Submarine's Submarine Program Offices are responsible for the acquisition of New Construction Submarines and for identifying, assembling, managing, directing, and coordinating the resources required for the R&D, design, construction, Test and Evaluation (T&E), Live Fire Test and Evaluation (LFT&E), and Fleet introduction of the U.S. Navy's newest class of nuclear attack submarines. The program is a major defense acquisition program with a total life cycle cost of approximately $336B. Additionally, successful improvement of the Class' capabilities is of significant political importance with Congress and the Office of the Secretary of Defense (OSD).

Serco supports the US Navy as a prime for their Team Submarine SHAPM contract supporting the acquisition of submarines. The Team Submarine concept unifies once diverse submarine-related activities into a single submarine-centric organization with the goal of eliminating traditional stovepipe structures and processes that created impediments and inefficiencies in the submarine research, development, acquisition, and maintenance communities. Team Submarine provides improved communication among the various offices that contribute to the overall success of the United States Submarine Force.

In this role, you will:

  • Track Maintenance ILS products to support certification NEWCON VIRGINIA Class Submarines
  • Manage GPETE (Government Purchased Test Equipment) and SPETE (Special Electronic Test Equipment) equipment required by the SPETERL (Special Portable Electronic Test Equipment Requirements List) on board during all New Construction of VIRGINA Class Submarines
  • Coordinate FCA (Field Calibration Activity) Certifications to also include support equipment for VIRGINIA Class Submarines
  • Track PSE/SSE to support BLK V VIRGINA Class Submarines, revising the I/D Master PSE/SSE Spreadsheet
  • Coordinate Calibration Measurement Requirements Summary (CMRS) efforts for new/redesigned Submarine systems
  • Assist in reviewing Ship Alts, LAR, and ECIs in support of Maintenance Outfitting.
  • Assist in reviewing and providing comments to programmatic documents such as the Life Cycle Support Plan (LCSP) as well as Standard Operating Procedure 31 (SOP31, PMS450F internal document) SOP32 PMS450 internal document TDRF (Technical Data Release Form), etc.
  • Support programmatic conferences such as Supply Support Readiness Reviews (SSRR), Integrated Logistics Support Management Teams (ILSMTs), Provisioning Conferences
  • Coordinate Program Office events such as the Consolidated TMDE Readiness Assessment (CTRA) and FCA (Field Calibration Activity) Certifications to also include support equipment for VIRGINIA Class Submarines
  • Track the manufacturing of Intermediate and Depot level Peculiar/Special Support Equipment PSE/SSE to support BLK V VIRGINA Class Submarines
  • Track I&D equipment to be manufactured by contracted government activities.
  • Track Maintenance ILS Analysis Reliability Centered Maintenance (RCM), and Level of Repair Analysis (LORA).
  • Determine Technical POC and coordinate for routing and review (all needed reviewers),
  • Coordinate adjudication of comments w/alteration owners (usually PARMs, but could be anyone)


Qualifications

To be successful in this role, you will have:
  • Ability to obtain and maintain a DOD Secret Clearance (An Active or Current DOD Secret Clearance preferred)
  • US Citizenship
  • Bachelor's Degree
    • An Associates Degree and 2 years of additional experience will be considered in lieu of Bachelor's degree or a High School Diploma/GED and 4 years of additional experience will be considered in lieu of Bachelor's degree.
  • 5 years of experience (Experience in the Navy and specifically within Team Submarine or on board submarines highly preferred)
  • Microsoft Office skills especially in Excel and PowerPoint
  • Ability to work both in a team environment and independently, and often under short, multiple deadlines
  • An understanding of Maintenance ILS products that support VIRGINIA Class Submarines and the development of Preventive and Corrective products.
  • An understanding of the VIRGINIA Class - Class Maintenance Plan (CMP) containing Organizational, Intermediate, and Depot levels of maintenance.
  • An understanding of Navy drawings rendered in ATIS
  • Ability to travel 10% of the time

In compliance with the District of Columbia's Equal Pay for Equal Work Act, the salary range for this role is $73,552.19 to $119,523.82; however, Serco considers several factors when extending an offer, including but not limited to, the role and associated responsibilities, a candidate's work experience, education/training, and key skills.
