Position Description

The Anoka County Public Health and Environmental Services (PHES) department has an immediate opening for a Public Health Program Manager in the Health Promotion and Planning service area. This position is responsible for the oversite of policy development, the Community Health Needs Assessment, Community Health Improvement Plan, Statewide Health Improvement Partnership Program (SHIP), Health Education Program, along with Cannabis and Opioid prevention work. This position will be responsible for the oversite of the departments committees which includes Quality Improvement and Performance Management, Workforce Development, Health and Environmental Equity and Workplace Wellness. This position will increase the departments leadership capacity which is necessary to ensure the department meets foundational capabilities and is able to effectively serve our communities.

Emergency Preparedness is a core Public Health responsibility. As a Human Services employee, your roles and responsibilities include: participating in Public Health Emergency Preparedness training and exercises, responding to notifications and activation drills during business hours and periodically outside of business hours, and responding to Public Health emergencies and department responsibilities at the time of need (during business hours, outside of business hours, on weekends and holidays) in order to protect the health and well-being of our residents.

This is a full-time, exempt, hybrid position. Interviews will take place the week of May 5th, 2025, for those selected to move forward in the hiring process.

  • Salary: $98,176 to $117,790 annually ($47.20 to $56.63 per hour).
  • 2025 Anoka County Salary Schedule Grade 38: $98,176 to $137,384 annually ($47.20 to $66.05 per hour).

Work Location
  • This position will work at the Anoka County Government Center, located at 2100 3rd Ave, Anoka, MN 55303.
  • This position may be eligible for flexible work arrangements, including hybrid work, with some days working remotely and some days working in the office.
  • Expected work hours are Monday - Friday, 8:00 a.m. - 4:30 p.m.


Job Duties and Responsibilities

  • Manage a team of employees and provide direction for county-wide human services programs.
  • Oversee program planning, development, and implementation.
  • Promote the programs and activities of assigned service areas.
  • Research, analyze, and manage the development, implementation, and management of human services programs.
  • Evaluate budgets, and program activities to ensure compliance and effective operations.
  • Assist in preparing budgets and program plans. Locate and secure funding for assigned programs.
  • Develop databases for statistical reporting and trend analysis.
  • Prepare, present and represent Anoka County human services programs on various committees.
  • Establish and maintain relationships with employees, leaders, and community groups.
  • Develop and facilitate training to ensure that clients receive effective and appropriate services.


Qualifications and Requirements:

Minimum Knowledge, Skills, and Abilities Needed
  • Requires a bachelor's degree and at least 5 years of job-related experience.
  • In lieu of the required education, an equivalent combination of education and experience may be substituted on a year-for-year basis.
  • Successfully pass a driver's license background check.


Preferred Knowledge, Skills, and Abilities Needed
  • Master's Degree in Public Health, Business, Human Services, Public Administration, or related field.
  • Previous leadership experience.
  • Strong verbal and written communication skills.


Physical Demands and Work Conditions
  • Standard office environment.
  • Occasional lifting of 10-20 lbs.
  • Equipment used includes computers, phones, and standard office equipment.
  • Occasional travel to other county work sites as needed. Travel between work sites may require driving a county vehicle and/or a personal vehicle.
