Why does the job exist?
The General Manager I / Assistant Deputy Director will:
- Provide strategic management and operational oversight governing Medicaid services for The New Mexico Health Care Authority (HCA);
- Provide direct support to Medicaid's Senior Deputy Director to ensure that the state's Medicaid program operates efficiently, complies with state/federal regulations and aligns with legislative and stakeholder priorities;
- Provide supervision and leadership of key division bureaus and sections.
How does it get done?
The General Manager I / Assistant Deputy Director is responsible for:
- Overseeing multiple Medical Assistance Division (MAD) Bureaus and Units ensuring effective Medicaid program management;
- Supervising multiple MAD Bureaus and Units, including but not limited to the Systems Bureau, Provider Enrollment Bureau, Eligibility Bureau and The Medicaid Management Information System Replacement (MMISR) project;
- Managing strategic technological initiatives that enhance Medicaid services and operational efficiencies;
- Interfacing with state government, legislators, and executive leadership to support Medicaid systems development and implementation;
- Providing direct support and coverage to Medicaid's Senior Deputy Director.

- Internal staff and Health Care Authority (HCA) leadership;
- State agencies, legislators, and policymakers who shape healthcare policy;
- Healthcare providers and community stakeholders.
- Experience providing leadership, supervision, training and mentoring staff;
- Experience with Medicaid, state healthcare, and inter-agency coordination;
- Experience with facilitation of communication between IT Teams and Business Solution Services;
- Knowledge of state or federal government processes, legislative frameworks, and regulatory structures;
- Experience providing oversight and strategic direction to large, multi-division projects that intersect with other state agencies/entities, ensuring project plan timelines are met.
Ideal Candidate
The Ideal Candidate has:
Minimum Qualification
A Master's degree in any field of study from an accredited college or university and eight (8) years of professional level experience with a strategic impact directly related to the purpose of the position defined by the agency at the time of recruitment. Any combination of education from an accredited college or university and/or direct experience in this occupation totaling fourteen (14) years may substitute for the required education and experience. A hiring agency will designate a portion of the required experience to include management and/or specialized experience. Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements.
Employment Requirements
Must possess and maintain valid driver's license.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required.
