SAIC seeks a highly experienced and energetic Chief of Staff to directly support the Contract for Organizing Spaceflight Mission Operations and Systems (COSMOS) program. The COSMOS program will ensure the availability, integrity, reliability, and security of the Flight Operations Directorate's (FOD) Mission Systems supporting National Aeronautics and Space Administration (NASA) space flight programs requiring mission operations support, including all systems and subsystems of integrated hardware, software, networks, telecommunications, data, displays, and mockups used in the preparation for and performance of mission operations.
The Chief of Staff will report directly to the Program Manager and provide oversight of the Program Management Office (PMO) including cost estimating and reporting; program control, scheduling and risk management; accounting, purchasing, subcontracts management, corporate services, training, property management, task order management, and contracts management.

Job Description:
- The Chief of Staff will manage and oversee all aspects of a COSMOS program operations, including finances, human resources, contracts, subcontracts, and data/configuration management.
- Works with PM and DPM to develop and manage budgets, lead teams, and ensure the business achieves its goals through efficient operations and effective decision-making.
- Coordinate day-to-day activities with PM and DPM, monitor performance metrics, and implement strategies to maximize budget execution and growth.
- Oversee hiring, training, and developing employees, ensuring compliance with labor laws.
- Track key performance indicators (KPIs), analyze data, and identify areas for improvements.
- Prepare regular reports for senior management on business performance and key metrics.
Required Education:
- Bachelors and fifteen (15) years or more of related experience; Masters and thirteen (13) years or more experience; PhD or JD and ten (10) years or more experience.
- 15 years' experience managing business teams on Government Contracts, including cost reporting and estimating, contract management, schedule development, subcontract management, and program/contract performance execution, monitoring, and reporting.
- Experience managing large-scale Agile or DevSecOps teams/projects, to include support to backlog grooming, cost estimating, baseline and risk management, schedule development, performance monitoring and reporting.
- Experience leading contract business teams supporting waterfall to agile transformations, designed to deliver Minimum Viable Products in a consistent cadence.
- Demonstrated proficiency in translating risks and opportunities in actionable plans and performance measures.
- Familiarity with mission-critical, business data network operations, maintenance and sustainment.
- Must be a U.S. Citizen with the ability to obtain a Public Trust Clearance.
