Chesapeake Public Works Traffic Engineering & Operations Division is seeking a qualified licensed professional engineer to assist the City Traffic Engineer with the management of all traffic engineering operations and activities. The ideal candidate will have strong communication skills as well as a strong technical background in the practices and principles of traffic engineering, including experience with traffic signal systems. Additionally, experience managing and implementing traffic calming programs is desired.
Other duties include, but are not limited to:
VOCATIONAL / EDUCATIONAL PREPARATION : Requires a bachelor's degree in civil engineering or a closely related field.
SPECIAL CERTIFICATIONS AND LICENSES : Requires a valid driver's license and a driving record that is in compliance with City Driving Standards . A Virginia Professional Engineer license is also required or a Professional Engineer license from another state with the ability to be licensed in Virginia within 12 months of employment under a reciprocity agreement. Additional State and/or City certification(s) may be required. The Virginia DEQ Certified Plan Reviewer and/or Program Administrator for SWM is required within 12 months of employment.
EXPERIENCE REQUIREMENTS : In addition to satisfying the vocational/education standards, this class requires a minimum of seven years of related, full-time equivalent experience.
SPECIAL REQUIREMENTS : Employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies.
Preferred Qualifications
Managerial experience in traffic engineering in a municipal setting is preferred; also, experience working with or for a state department of transportation is preferred.
Requires a broad exposure to traffic engineering practices and principles.

Other duties include, but are not limited to:
- Performing reviews of proposed subdivisions, site plans, and rezoning applications; supervising subordinate staff in the performance of traffic safety studies; managing customer service efforts; serving on various traffic-related committees; undertaking studies and providing reports to the City Traffic Engineer and the Director of Public Works.
- Evaluates and provides recommendations to the City Traffic Engineer for all traffic control devices used to regulate, warn, or guide traffic that are placed along city streets and highways.
- Ensures substantial conformance with standards issued by FHWA in the Manual on Uniform Traffic Control Devices ( MUTCD ), VDOT , or regulated by city code.
- Assists with the development and oversight of policies and procedures to ensure the flow of operations and accomplishments of goals.
- Assists in the preparation of the division's operating budget.
- Supervises subordinate personnel within the section.
