Overview:
At eBay, maintaining buyer and seller trust in our marketplace-while ensuring full compliance with applicable laws and regulations-is a top priority. If prohibited or non-compliant items are listed, it compromises customer trust and exposes eBay and our customers to legal and reputational risk. eBay has policies to prohibit sellers from intentionally or repeatedly violating policies.
eBay is leveraging advanced technologies, including artificial intelligence, to strengthen policy enforcement by identifying and removing prohibited items and repeat violators. The Policy Manager will support these efforts by administering policies, developing strategies and overseeing the program's execution towards shared goals. The primary focus of the program is to identify repeat policy violators and determine appropriate actions-whether that involves seller rehabilitation or removal from the platform.
The Policy Manager works globally, partnering closely with the Legal teams to manage risks and with business partners to drive positive impact to business metrics and operate within budgets. They will work with product management and engineering, and with policy operations to implement new solutions, and to optimize existing solutions. They will evaluate in-house and third-party solutions, including the development and interpretation of control plans.
The policy manager will engage with eBaybuyers and sellers via research initiatives and one-on-one interactions.
Responsibilities & Requirements:
The base pay range for this position is expected in the range below:
$84,800 - $146,900
Base pay offered may vary depending on multiple individualized factors, including location, skills, and experience. The total compensation package for this position may also include other elements, including a target bonus and restricted stock units (as applicable) in addition to a full range of medical, financial, and/or other benefits (including 401(k) eligibility and various paid time off benefits, such as PTO and parental leave). Details of participation in these benefit plans will be provided if an employee receives an offer of employment.
If hired, employees will be in an "at-will position" and the Company reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, Company or individual department/team performance, and market factors.

Responsibilities & Requirements:
- Set and administer policies, including the guidelines used by operational investigators to evaluate seller policy violations and determine the appropriate actions to take.
- Oversee enforcement activities, including assurance testing and the monitoring of performance metrics to ensure the program is effective at achieving the intended outcomes.
- Develop customer experiences, including seller communications that position eBay as a partner to help sellers come into compliance through changes made by the seller in their business or operations.
- Leverage data analytics to identify trends, patterns, and anomalies related to policy compliance.
- Conduct deep-dive analyses to understand seller behavior, risk exposure, and impact of enforcement.
- Translate complex data insights into clear, actionable recommendations for stakeholders at all levels
- Partner with cross-functional teams to define metrics that inform enforcement strategies.
- Use SQL, Python, or other tools to extract and analyze large datasets to support investigations into prohibited or restricted item listings.
- Support experiments and A/B testing to measure the effectiveness of new enforcement strategies or policy changes.
- Align frameworks to detect repeat violators and support automation of enforcement actions using data-driven results.
- Document findings and present them in a compelling narrative to influence business and policy decisions
- Understand customer needs, motivations and wants to make business decisions that consider the overall end to end customer experience and sellers' business models
- Outstanding communication skills oral and written, including ability to deliver compelling presentations to internal and external groups
- Five or more years of experience, preferably in ecommerce, in the areas of policy, program management and/or strategy development
- Understanding of the ecommerce landscape and functional understanding of the eBay marketplace
- A willingness to challenge existing approaches and ability to drive positive culture changes
