SUMMARY

A position within the IT Department which directly supports, coordinates, and administers various activities for the Agency.

SCOPE OF RESPONSIBILITY

The incumbent is responsible for and supervises all activities related to the functions specific to management of the IT Department. Responsible for performance management, staff development, resource allocation and budget, and department productivity.

Under the general direction of a member of a Chief, this position will be responsible for defining and maintaining standards and protocols for the department. The incumbent will oversee the IT department as well as collaborate with other departments to successfully complete projects.

Performance is reviewed periodically. Error and failures to perform have a significant impact on the organizational, departmental or unit objectives the output of services have a significant impact on employee and customer satisfaction.

ESSENTIAL FUNCTIONS

The following summarizes the essential or key responsibilities/attributes of the position the incumbent will be required to perform with or without reasonable accommodation:

Directs central communications link to all IT project stakeholders by providing timely generation and distribution of project information.

Explains technical project solution design and associated labor estimate and project schedule to business partners and the client or stakeholders.

Development of detailed IT project work plans and planning activities.

Directs integration of all elements of a project, including hardware, software, and network components.

Ensures projects include all the work required to complete the project successfully.

Ensures projects satisfy the agreed-upon requirements, including quality planning, quality assurance and quality control.

Writes IT feasibility studies as required for pre-acquisition analysis.

Ensures projects remain in scope, on schedule and at or under budget.

Identifies project risks and issues; determine severity/probability and determine strategies for dealing with risks. Monitor progress of issue resolution and negotiate solutions as necessary.

Directs the acquisition process to obtain goods and services required for the project, such as procurement planning, RFP preparation, source selection, and vendor contract negotiation and administration.

Broad range network and desktop applications including experience with MS Office Suite.

IT Project Management.

IT software development life cycle methodologies and processes.

EDUCATION AND EXPERIENCE

Bachelor's degree in management information systems, computer science, information technology or other closely related field.

Requires at least five (5) years' progressively responsible experience or experience sufficient to demonstrate complete competency and knowledge of the principles and practices of Information Technology or related experience.

Requires at least three (3) years in a supervisory/managerial capacity in a unionized environment.

Any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities.

Public sector management experience preferred.

WORKING CONDITIONS

Office environment relatively free from unpleasant environmental conditions or hazards. Minimal physical effort required.

ADDITIONAL REQUIREMENTS

Regular, dependable attendance is required.

Must possess a valid driver's license from the state of residence and maintain a good driving record.

Must be able to comply with C-TRAN's nonsmoking policy and function in a nonsmoking work environment.

Must promote and model safety within the department and agency wide through reporting and addressing safety issues, supporting safety campaigns, maintaining a safe work area, assist in safety training documentation, and certification record keeping.

If selected for the position, documentation that you are a United States citizen or an alien lawfully authorized to work in the United States will be required to establish your identity and work authorization in accordance with the employer's obligation under the Immigration Reform and Control Act of 1986.

If selected for this position, employment will be conditional pending completion of a criminal background investigation.
