Description
Boulder County Housing Authority (BCHA) is seeking to hire a Field Manager. Under the direction of the BCHA Facilities Director, the BCHA Facilities Maintenance Field Team Manager will oversee and coordinate maintenance operations across the BCHA affordable housing portfolio. Our portfolio consists of 1200 units, we will be increasing by another 200 units in 2025-2026. Our portfolio includes Nederland, Lyons, Niwot, Gunbarrel, Longmont, Lafayette, and Louisville. We have residential properties and service commercial spaces, community rooms, a parking garage, and a small mobile home community. This position directly oversees all field teams, including all maintenance activities, custodians, landscape, and snow removal.
We are seeking an experienced and proactive Maintenance Field Manager who thrives in a fast-paced environment. The ideal candidate will have a proven track record in effectively managing maintenance operations, leading teams with confidence, and ensuring the highest standards of safety and efficiency. Strong leadership, problem-solving abilities, and hands-on technical expertise are key to succeeding in this role.
This is a full-time, benefited position that will work Monday - Friday 7:30am - 4:00pm. This position will work out of 1288 Alaska Avenue Longmont, Colorado. Under Fair Labor Standards Act (FLSA) guidelines, this position is exempt.

Boulder County requires its employees to reside in the state of Colorado as of the first day of work.
Hiring Salary Range: $83,844.00 - $102,288.00 Annually

New employees receive an 80-hour bank of vacation at the time of hire, in addition to 8 hours of both vacation and medical leave accruals each month (Must not have been employed at Boulder County during the 12 months prior to re-hire date to qualify). Examples of Duties
  • Lead, supervise, and mentor a maintenance team, ensuring efficient infrastructure and minimizing downtime
  • Set priorities and key performance indicators, holding staff responsible for meeting deadlines and standards
  • Coordinate Maintenance field activities, Heating, Ventilation, and Air Conditioning (HVAC) staff, contractors, and property management
  • Create differed maintenance schedules, inspect finished projects
  • Oversee fleet coordination, recommendations and scheduled maintenance
  • Oversee the field team emergency response to tenant and portfolio needs
  • Respond to on-call requests for technical assistance from field staff
  • Respond to emergency service personnel, including police and fire activity
  • Manage the allocation of personnel and resources to the Division
  • Respond to and handle complaints from BCHA officials, tenants, and the public
  • In conjunction with the BCHA Maintenance Director, manage the facilities maintenance budget for BCHA's portfolio for fieldwork activities.
  • Conduct employee evaluations, counsel employees concerning performance, initiate personnel actions on hiring, termination, promotion, and discipline
  • Audit work performance and equipment needs
  • Coordinate with external vendors and suppliers for procurement of spare parts, equipment servicing, and maintenance contracts, ensuring cost-effectiveness and quality
  • Maintain accurate records of maintenance activities, including work orders, inspections, and equipment performance data. Generate periodic reports to track maintenance benchmarks
  • Familiar with housing standards and National Standards for the Physical Inspection of Real Estate (NSPIRE) upgrades
  • Performs related work, as required
  • May be reassigned during emergency situations

    EDUCATION & EXPERIENCE:

    Boulder County is looking for well qualified candidates to fill our positions. Any combination of relevant education and experience is encouraged. In this position, we are looking for a minimum of 8 years of combined education and experience in housing or property management related work, including a minimum of 2 years of supervisory experience.

    • Effectively managing maintenance operations, leading teams with confidence
    • Proficient in reading, analyzing, and interpreting technical documents, procedures, reports, and governmental regulations for the division
    • Knowledge of low-income housing tax credits (LIHTC) and Housing and Urban Development (HUD) housing programs
    • Knowledge of budgetary and sound financial principles and practices related to the maintenance of affordable housing communities

    PHYSICAL REQUIREMENTS:
    • WORK ENVIRONMENT / PHYSICAL DEMANDS:

      Work Environment: Works in clean, comfortable environment in the office. On housing sites, may occasionally encounter fumes and/or loud noise.

      Physical Demands: This position works equally in an office setting and at housing sites. In the office, it is primarily sedentary physical work requiring the ability to lift a maximum of 20 pounds; occasional lifting, carrying, walking, bending over, and standing; frequent hand/eye coordination and finger dexterity to operate personal computer and office equipment; vision for reading, recording and interpreting information; speech communication and hearing to maintain communication with employees and customers. At housing sites, there may be an occasional need to work in inclement weather.

      Equipment Used: Frequently uses standard office equipment including personal computers, scanners, calculators, printers, shredding machine, telephones, fax and copy machines.
