This position may allow hybrid work for a portion of the work schedule up to 95% depending on the employee's preference and needs of the work unit. Any hybrid work flexibility that may be available will be discussed in more detail in the interview process.

For positions that do allow hybrid work flexibility, employees may need to report to a DCF office location on short notice. There is no mileage reimbursement when traveling to the headquarter location. Our DCF locations are in the following cities: Madison, Milwaukee, Green Bay, Eau Claire, and Rhinelander. Employees need to report to the 201 W. Washington Ave. Madison, WI office or the 635 N 26 St. Milwaukee, WI office on their first day for onboarding and orientation.

Position Summary

This position serves as the Director of the Bureau of Operations and Planning (BOP). This position is responsible for furthering DECE's vision of increasing to access to high quality affordable childcare for all families and caregivers across the state of Wisconsin. The position supports this vision by overseeing multiple division-level activities related to key operational and planning activities including:

  • Information Technology Stewardship & Data Stewardship
  • Training & Technical Communications
  • Budget & Contract Support
  • Project Management& Portfolio Management
  • Division Reporting, Auditing, and Quality Assurance


Additionally, this position represents the Division in coordinating all child care IT projects with the Bureau of Information Technology and the Department of Health Services and coordinates the division's data requests for Key Performance Indicators (KPI). This position will also interact closely with partner agencies, including regional contractors, county departments of health and social services, and tribal agencies related to IT development.

Salary Information

The classification title for this position is DCF Manager. The starting salary is between $55.13 and $56.31 per hour ($114,670 and $117,124 annually), depending on qualification s. Pay for current State of WI employees will be based on the compensation plan in effect at the time of the appointment. Pay for current state employees who are transferring will be determined based upon the pay on transfer rules (higher level duties or equity) as outlined in the compensation plan in effect at the time of appointment.

The pay schedule/range is 81-01. A two-year career executive trial period may be required.

Job Details

Due to the nature of the position, final candidates may be required to allow DCF to conduct a security background check to determine whether the circumstances of any pending charges or convictions would be substantially related to the job being filled.

Qualifications

Minimally qualified applicants will have:

  • Experience supervising, directing, guiding, overseeing, and evaluating the work of a team of professional staff (recruitment, onboarding, assigning/evaluating work, providing feedback, performance evaluation, etc.)
  • Experience identifying, troubleshooting, and resolving complex issues (budget constraints, missed deadlines/expectations, regulatory and/or programmatic changes, etc.) and presenting solutions to leadership
  • Experience leading change initiatives (creating new programs, or impacting multiple current programs) to support the vision and mission of the organization


Well-qualified applicants will have:

  • Experience managing public and/or private sector budgets
  • Experience leading teams through the ideation, development, and implementation of large-scale projects and initiatives during uncertain circumstances (limited resources, potential budget cuts, shifts in priorities, etc.) involving internal and/or external stakeholder groups
  • Experience overseeing project management efforts, applying project management principals, and creating project management structures to support business efforts
