Using broad discretion and working independently with minimal supervision, the Attorney III will be a member of the Department's regulations unit and will provide professional legal services to the Department, the Department's boards, and other state agencies, as applicable. The Attorney III (Regulations Attorney) will be expected to quickly develop expertise in each assigned program's licensing and enforcement laws, and with the requirements of the Administrative Procedure Act. The Attorney III must possess the ability to interact independently, professionally and courteously with all staff, including the Department's boards, while performing multiple tasks that often require stringent deadlines.

Licensing requirement: Incumbent must maintain active membership in the California State Bar and be a member in good standing.
The position is subject to the Department of Consumer Affairs' Conflict of Interest Regulations. The incumbent is required to submit a Statement of Economic Interests (Form 700) within 30 days of assuming office, annually by April 1, and within 30 days of leaving office.

Working Conditions
The incumbent works in an office setting in the Legal Affairs Division suite, with artificial light and temperature control.
Hybrid telework is available based on operational needs and is subject to change, with a current minimum two in-person workdays per week. On March 3, 2025, Governor Gavin Newsom issued Executive Order N-22-25, which requires departments to adopt a four day per week default in-person requirement beginning July 1, 2025.

Department Information The Department of Consumer Affairs (DCA) protects and serves California consumers while ensuring a competent and fair marketplace. DCA educates consumers and protects professionals from unfair competition by unlicensed practitioners.
DCA is a unique and dynamic department consisting of 36 different boards, bureaus, a commission, and a program that license and regulate more than 3.4 million licensees in more than 280 license types including certificates, registrations, and permits. The Legal Division provides legal services to the Department's Executive staff, bureaus, programs, boards, and a commission. The Legal Division serves as in-house counsel for the Director, and the Department's constituent agencies. Its attorneys regularly attend and provide legal advice at meetings and hearings held by the Department's constituent agencies. It provides legal analysis and opinions on laws, issues, and proposed legislation relevant to the Department and its constituent agencies, including the regulatory licensing laws of the Business and Professions Code, conflict of interest laws, the rulemaking process, and administrative adjudications. It also provides advice on government contracts, employer-employee matters such as equal employment opportunity issues and employee disciplinary matters, the Open Meetings Act, the Public Records Act, and the Information Practices Act. It serves as litigation liaison for the Department with the Office of the Attorney General.
