Key Responsibilities:
While other duties may be assigned. Working with minimal supervision, the incumbent will:
- Develop and implement comprehensive environmental programs and guidance to ensure compliance with Federal, State and local regulations and Oncor system standards.
- Coordinate the review of proposed laws and regulations to ensure proposals are reasonable, cost effective and protective of the environment; know and apply environmental laws and regulations applicable to Oncor; identify emerging issues and develop strategic plans for communication and coordination with regulatory agencies and the development of comments on regulatory proposals if necessary.
- Develop and administer environmental training programs for the Oncor system.
- Coordinate project and permitting efforts; supervise and monitor the work of consultants and/or vendors associated with the project or permit and direct the work of peers providing assistance on the project/permit
- Initiate relationship development efforts and serve as a liaison with environmental regulatory agencies; manage compliance goals and minimize impacts to the Oncor system; perform as primary Oncor liaison to industry trade associations and/or other professional organizations.
- Ensure timely submittal of regulatory fees and accuracy/timeliness of permit renewals and associated reporting requirements
- Plan, develop and implement advanced environmental special projects and initiatives as requested by management
Experience and Skills
- Knowledge of environmental laws/regulations, electric utility operations, and company policies and procedures
- Ability to effectively develop trust and build relationships with peers, consultants and environmental regulatory agencies
- Strong analytical and written/verbal communication skills for assessing operational impacts of regulatory proposals and for communication to peers, management and Senior Leadership
- Dedication to personal safety and demonstrated ability to utilize safe work practices
Education
- Staff II Position:
- College (Bachelors) degree and four years experience, or twelve years of related experience in life sciences, geology, engineering or equivalent
- Senior Position:
- College (Bachelors) degree and six years experience, or fourteen years of related experience in life sciences,
geology, engineering or equivalent

Focus of This Position:
In order of importance, the desired work experience for this position is:
- Endangered Species Act - knowledge of ESA regulations, threatened and endangered species surveying, permitting and reporting; experience with Section 10, HCP, and CCAA programs and permitting
- Migratory Bird Treaty Act/Bald and Golden Eagle Protection Act - knowledge of MBTA and BGEPA regulations and APLIC documents, surveying, obtaining Depredation, Special Purpose and Eagle permits
- US Army Corps of Engineers - knowledge of regulations, utilizing nationwide permits, and obtaining Section 10, 404, and 408 permits
- Stormwater Permitting - knowledge of SWPPP regulations specific to the Texas Construction General Permit for linear projects, creating plans, and filing NOIs/NOTs
- National Historic Preservation Act - knowledge of regulations related to cultural resource surveys and monitoring and obtaining antiquities permits
- Previous environmental permitting experience related to electric utility activities is highly desirable.
