Position Summary
The Total Rewards Manager is a key leadership role within RoadSafe Traffic Systems, responsible for the strategic planning, execution, and oversight of the organization's employee benefits and total rewards programs. This individual will drive innovation in benefits design, ensuring offerings are competitive, compliant, and aligned with RoadSafe's broader business objectives. The role requires a forward-thinking, detail-oriented leader who can build strong partnerships across internal teams and external vendors to deliver a seamless and impactful employee experience.

Key Responsibilities
  • Lead the day-to-day administration of employee benefits, including invoice reconciliation, reporting, resolution of file feed errors, and rate entry within the HRIS system.
  • Oversee annual open enrollment, ensuring successful implementation, employee communication, and post-enrollment audits.
  • Collaborate with the Chief People Officer to develop and maintain competitive compensation and benefits frameworks aligned with market trends and internal equity.
  • Coordinate employee benefit approvals and serve as the primary liaison with disability/FMLA third-party administrators (TPAs) and claim examiners.
  • Ensure all benefit plans and programs are accurately configured, maintained, and updated in the HRIS, including annual renewals and plan modifications.
  • Design and execute proactive benefits communication strategies, delivering clear and timely updates across the organization.
  • Analyze benefits utilization and trends; create detailed reports and recommendations to inform leadership and guide continuous improvement.
  • Manage relationships with all third-party vendors, brokers, and carriers, overseeing contract negotiations, RFPs, and service level agreements.
  • Stay current with regulatory requirements, compliance standards, and market benchmarks to ensure programs remain relevant and legally compliant.


Essential Functions
  • Strategic development and mobilization of benefits programs across a multi-state workforce.
  • Execution of plan implementation, open enrollment, and employee education.
  • Management of end-to-end vendor relationships and contract performance.
  • Proactive resolution of issues related to benefits eligibility, claims, and compliance.
  • Partnering with internal stakeholders to ensure benefits offerings align with talent attraction and retention strategies.


Knowledge & Skills
  • Deep understanding of health & welfare benefits, including medical, dental, vision, life insurance, disability, 401(k), and voluntary benefits.
  • Knowledge of compliance regulations including ERISA, ACA, HIPAA, COBRA, and FMLA.
  • Strong analytical and reporting skills, with the ability to interpret data and present actionable insights.
  • Effective communication and change management skills to support benefit education and employee engagement.
  • High proficiency in Microsoft Office Suite, particularly Excel, and experience with HRIS platforms (e.g., Paycor, ADP, Workday, or similar).
  • Demonstrated expertise in project management, process improvement, and organizational planning.


Education & Experience
  • Bachelor's Degree in Human Resources, Business Administration, or a related field required.
  • Minimum of 5 years of progressive experience in benefits administration and total rewards.
  • Experience in multi-state and union/non-union environments strongly preferred.
  • Proven track record of managing vendor relationships, executing RFPs, and leading benefits strategy at scale.

Pay Range: $95,000 - $110,000 per year
