PURPOSE

To fill anticipated vacancy and any future assignments for the duration of the list, up to one year. The anticipated vacancy is 12-month, full-time (8 hours/day), position located in the Maintenance and Operation Department, at the District Office in Simi Valley, California.

TESTING PROCESS:
A) Training and Experience (T&E) Evaluation = Qualifying (pass/fail)
B) Structured Interview/Performance Exercise= 100% weighting on final score
Tentatively scheduled for as early as the week of May 12, 2025.

Purpose Statement
Under the general supervision of the Director of Facilities & Planning overseas and directs maintenance operations for school district facilities, ensuring a safe, functional, and well-maintained environment for students, staff, and visitors. This role includes managing personnel, budgets, maintenance schedules, and compliance with safety regulations. Additionally, the position participates in a rotating 24/7 emergency on-call schedule to provide immediate response to urgent facility issues and district-wide emergencies.
ESSENTIAL DUTIES & RESPONSIBILITIES

Maintenance Operations & Facility Management
Oversees daily operations to ensure the efficient maintenance, renovation, and repair of District sites, buildings, grounds, and facilities. Utilizes the District's computerized maintenance management systems to coordinate and manage maintenance activities effectively.
Manages daily maintenance operations to ensure the efficient upkeep, repair, and renovation of district properties, including electrical, plumbing, HVAC, carpentry, and roofing systems.
Inspects facilities to identify maintenance needs and ensures timely resolution of issues.
Assists in developing and overseeing preventive and corrective maintenance programs for school buildings, grounds, and equipment.
Oversees emergency maintenance response and ensures swift resolution of urgent facility issues.
Manages vendor contracts for outsourced maintenance services and ensures compliance with district policies.
Arranges for the installation and maintenance of alarm systems by vendors and ensures personnel are trained in their use.
Reads and interprets building plans, blueprints, and specifications to ensure compliance with building and safety codes.
Drives a vehicle to conduct work

Staff Supervision & Leadership
Recruits, trains, and evaluates maintenance personnel, ensuring proper staffing levels and skill development.
Communicates with custodial, maintenance, and grounds personnel, administrators, and outside
contractors to coordinate work projects.
Enforces workplace safety standards and ensures staff adherence to OSHA and district regulations.

Budgeting & Resource Management
Develops and prepares maintenance work schedules based on work orders, building reports, and maintenance needs.
Estimates and prepares budget requests for maintenance projects, supplies, and personnel.
Monitors expenditures, tracks costs, and ensures cost-effective use of resources.
Reviews and approves purchase requests for tools, equipment, and materials necessary for maintenance
tasks.

Compliance & Safety
Conducts safety inspections of district buildings, grounds, and facilities to identify and resolve hazards.
Ensures compliance with building, safety, and health codes, including fire, security, and sanitation regulations.
Instructs staff in safe and proper work practices.
Develops and implements procedures to comply with federal, state, and local laws such as CAL-OSHA.
Reports hazardous or dangerous conditions.
Prepares and maintains records, logs, and reports related to daily operations, inspections, expenses, inventory, and work orders.
Rotates responsibility for the district emergency phone with other managers, serving a one-month on-call shift to provide 24/7 availability for emergency response and urgent facility matters.

Capital Improvement & Project Management
Plans, organizes, and directs installation, maintenance, and repair projects across various trades, including HVAC, electrical, plumbing, and carpentry.
Oversees troubleshooting, diagnosis, and repair of equipment, utility, and system malfunctions.
Assists site administrators in planning, organizing, and supervising maintenance functions.
Manages vendor contracts and coordinates with engineers, contractors, and inspectors for maintenance operations.
Assists in long-term maintenance planning and strategic facility improvements.

Other Functions
Performs other duties as assigned that support the overall objective of the position.

MINIMUM QUALIFICATIONS

Education and Experience
High school diploma or equivalent required; additional coursework or training in facilities management, maintenance coordination, or a related field is preferred.
Minimum of six years of experience in facility maintenance, operations, or a related field, including experience with maintenance management systems.
At least four years of supervisory or leadership experience, overseeing teams of ten or more employees. This experience must include direct management or oversight of team operations. Experience working with multidisciplinary teams is preferred.
Licenses and Certificates
Requires a valid California driver's license.

Working Environment
Work is performed indoors and outdoors where some safety considerations exist from exposure to materials, chemical fumes, exposure to machinery with moving parts, risk of electrical shock and possible exposure to blood borne pathogens.
Salary: Five step salary range that provides annual increases of approximately five percent until the fifth step is reached. New hire initial step placement (normally up to Step 3) based on qualifying education and experience as outlined in Merit System Rule 7.20.1. An employee who is promoted to a higher class shall be placed on the step of the new salary range that is at least five percent above the current rate, excluding any differential pay.

Vacation: Earned based on assigned hours. Increased vacation allowance based on years of service with the district. Confidential employees receive an additional 3 days vacation allotment, up to a maximum of 22 days. Management employees receive 22 days of vacation (based on a 12-month assignment).

Sick Leave: Earned at the rate of one day (based on the number of assigned hours) per month, and is accumulative from year to year.

Holidays: Fourteen paid holidays per year (based on 12-month assignment).
