Developer/Programmer Analyst 3

***Position is Hybrid in Austin, TX. 3 days remote & 2 days (Mon & Tues) onsite. Program will only allow candidates who are LOCAL TO THE AUSTIN AREA ONLY.***

I. DESCRIPTION OF SERVICES
The Agency requires the services of 1 Developer/Programmer Analyst 3, hereafter referred to as Candidate(s), who meets the general qualifications of Developer/Programmer Analyst 3, Applications/Software Development and the specifications outlined below for the Agency.

• Plans, develops, tests, and documents computer programs, applying knowledge of programming techniques and computer systems.
• Evaluates user request for new or modified program, such as for financial or human resource management systems, clinical research trial results, statistical study of traffic patterns, or analyzing and developing specifications for bridge design, to determine feasibility, cost and time required, compatibility with current system, and computer capabilities.
• Consults with user to identify current operating procedures and clarify program objectives.
• Formulates plan outlining steps required to develop program, using methodologies such as structured analysis and design or object-oriented development.
• Performs User Interface and Web Services development and support for several Agency IT applications.
• Activities will include front-end development using modern, responsive technology such as Angular or React; converting SOAP-based services to RESTful services; and development of new RESTful web services using JBoss EAP environment.
• As a member of the team, participate in requirements analysis, high-level and detailed design, development, testing and deployment of new application components, as required.
• Work with other teams as necessary to accomplish goals.
• Create technical and design documentation, as required.
• Perform system analysis and problem resolution, as required.
• Analyze software for configuration & performance tuning opportunities, as required.
• Develop and maintain data and process models, as required.
• Employ contemporary testing methods to ensure applications function properly and without error.
• Provide technical support for testing and implementation efforts.
• Participate in program design, coding and test walk-through meetings to provide input regarding technical standards and customer requirements.
• Provide application support (defect repair, maintenance, and production operations support) for web-based Java applications in an SOA platform.
• Perform system analysis, troubleshooting, diagnosis and problem resolution.
• Analyze software for defects and performance tuning opportunities.
• Develop and test application code to resolve defects and improve application reliability and performance.
• Other duties as assigned.

II. CANDIDATE SKILLS AND QUALIFICATIONS
Required Experience

• 8 yrs - Front-End/UI development on enterprise-class applications using JEE
• 8 yrs - Server-side/Web Services development on JEE application platform
• 8 yrs - Development using JEE Application Server, Authentication/Authorization, and caching strategies
• 8 yrs - Programming with Java, JEE, REST/SOAP, HTML5, JavaScript, JQuery, AJAX, CSS3, Bootstrap, SASS, TypeScript, Spring, JSP, Struts, JSON, XML, JWT, Maven, OpenAPI v3, OAuth
• 8 yrs - Implementing client-facing applications with responsive design
• 8 yrs (4+ in focus) - Implementing SPAs using Angular and TypeScript
• 8 yrs (4+ in focus) - Developing RESTful services with security using JWT, OAuth, etc.
• 8 yrs - Integrating web services into Angular or React SPAs
• 8 yrs - Client-facing application development using JSP and Struts
• 8 yrs - Developing self-contained, reusable, testable modules and components
• 8 yrs - Applying best practices in application design, performance, scalability, and maintainability

Preferred Experience

• 3 yrs - JBoss or IBM WebSphere Application Server (v8 or later)
• 3 yrs - Agile Development Methodologies (preferably Scrum)
• 2 yrs - Development for mobile and tablet platforms
