TELEWORK/ON-SITE OPPORTUNITY

ABOUT THE POSITION
The Court Technology Services (CTS) department is responsible for providing the court with proactive leadership in implementing and maintaining the court's network infrastructure, core business and departmental applications, as well as ensuring the security of the court's data and processes. CTS works with court leaders, judicial committees, the State Judicial Council staff, justice agencies, court departments, vendors, and others to ensure the Court is fully supported by the appropriate levels of technology services.
The Servers, Storage & Database unit provides core Infrastructure services to support Court IT operations and is seeking qualified candidates with a deep understanding of Linux, WebLogic, Tomcat, Azure, Virtualization, Storage, Security, and Networking stack. The System Administrator will be required to exercise excellent judgment and perform their duties with the highest degree of integrity to uphold the public's trust and confidence in the administration of justice. The incumbent is expected to use sound judgement when making decisions, be self-driven, stay on top of technology trends, and research and propose solutions.

The Systems Administrator reports to a Court Technology Manager and performs advanced level of system administration tasks across Linux Server OS (Oracle Linux, RHEL, CentOS), WebLogic, Tomcat, Java, Azure, Oracle Cloud, VMware, NetApp, Veeam, and Zerto stack.
System Administrator I is the entry-level classification responsible for performing routine to moderately complex duties in configuring, administering, maintaining, and upgrading on-premises and Cloud-based servers, storage, virtualized platforms, operating systems, and applications.
System Administrator II is the journey-level professional classification responsible for independently performing difficult and highly responsible duties in installing, configuring, testing, troubleshooting, repairing, updating, patching, monitoring, and maintaining on-premises and Cloud-based servers, storage, virtualized platforms, and operating system hardware and software.

Minimum Qualifications
SYSTEMS ADMINISTRATOR I

REQUIRED EDUCATION AND EXPERIENCE:

OPTION I

High school diploma or GED equivalent -AND-Two (2) years of full-time (or equivalent) server operating system administration experience including server and virtualized platform installation, configuration, troubleshooting, repair, maintenance, upgrades, backups and performance monitoring of multi-segmented networks and systems, servers, and virtualized platforms and related software on midrange servers in a high-availability environment.

OR

OPTION II

One (1) year of full-time (or equivalent) experience with the Court as a Technology Trainee performing duties related to system administration.
SYSTEMS ADMINISTRATOR II

REQUIRED EDUCATION AND EXPERIENCE:

High school diploma or GED equivalent -AND- five (5) years of full-time (or equivalent) of server operating system administration experience in the installation, configuration, troubleshooting, repair, maintenance, upgrades, backups and performance monitoring of multi-segmented networks and systems, servers, and virtualized platforms and related software on midrange to high-end servers in a high-availability environment, with at least three (3) years of full-time (or equivalent) experience which was at the level equivalent to the Court's class of Systems Administrator I.
SYSTEMS ADMINISTRATOR III

REQUIRED EDUCATION AND EXPERIENCE:

High school diploma or GED equivalent -AND- seven (7) years of full-time (or equivalent) network and system administration experience in the installation, configuration, troubleshooting, repair, maintenance, upgrades, backups and performance monitoring of multi-segmented networks and complex operating systems, severs, virtualized platforms and related software on midrange to high-end servers in a high-availability environment, -AND- at least three (3) years of full-time (or equivalent) experience at the level equivalent to the Court's class of Systems Administrator II, -AND- at least two (2) years of full-time (or equivalent) experience using Windows (PowerShell) or Linux (Bash, KSH) scripting.
EXPERIENCE SUBSTITUTION FOR ALL LEVELS:

Bachelor's degree in computer science, information technology or a closely related technical field may substitute for two (2) years of required experience. Note: To receive substitution credit, a copy of your college official transcripts must be included with your application.

DESIRABLE QUALIFICATIONS:
  • At least six (6) years of experience installing, configuring, patching, upgrading, and supporting various Linux Operating Systems: Oracle Linux (8.x/7.x), RHEL (8.x/7.x), CentOS, Ubuntu.
  • At least four (4) years of experience administering (installation, configuration, planning, upgrading, patching, problem resolution, and debugging) across the enterprise web and middleware application server stack: Oracle WebLogic (12cR2, 14c), Tomcat (8.x/9.x), Apache, Java.
  • At least two (2) years of experience with Cloud Systems IaaS, PaaS, Networking, Storage, and Security stack.

Various non-medical benefits (dental, vision, life insurance, accidental death and dismemberment insurance, short-term disability (STD) insurance) are available and are administered by the Orange County Employees Association (OCEA).

HEALTH REIMBURSEMENT ARRANGEMENT: The Court will contribute $61.50 per pay period into individual employee Health Reimbursement Arrangement (HRA) accounts for eligible full-time employees ($30.75 per pay period for eligible part-time). This Court contribution will increase 2.5% annually each first full pay period in July.

LONG-TERM CARE: CalPERS Long-Term Care coverage is available to current and former California public employees, retirees, their spouses, parents, parents-in-law, children, siblings (including stepbrothers and stepsisters), grandparents, grandchildren, nieces, nephews, aunts, uncles, sons-in-law, daughters-in-law between the ages of 18 and 79 when they apply. Eligible family members may apply even if the public employee or retiree who makes them eligible does not apply or is not approved for coverage. NOTICE: CalPERS has temporarily suspended open enrollment for the Long-Term Care Program due to current uncertainty in the long-term care market. Therefore, until further notice, CalPERS will no longer accept new applications for coverage at this time.

RETIREMENT: Defined Benefit, fully qualified plan based on the County Employees Retirement Law of 1937 (Government Code Section 31450 et. al.). Employee and Court contributions are based on several variables including age, hire date, and salary. The plan is administered by an independent agency, Orange County Employees Retirement System (OCERS), and has reciprocity with various California systems. Currently, eligible new employees hired on or after January 1, 2013, will be enrolled in a defined benefit retirement plan referred to as Plan U (2.5% at 67 formula). *If you were employed by an OCERS employer or reciprocal agency prior to January 1, 2013, you have less than a six-month break in service, and reciprocity is established, you may be eligible to select from two other retirement pension formula options (Plan J or Plan P). DEFERRED COMPENSATION: Optional deferred compensation 457 & Roth 457 Deferred Contribution Plans are available.

VACATION ACCRUAL: New full-time employees earn 80 hours of vacation after the employee has accumulated 2,080 regularly scheduled paid hours (after approximately 1 year of service). Following the first year, vacation is accrued as follows: 1-3 years, 80 hours per year; 4-9 years, 120 hours per year; 10-19 years, 160 hours per year; 20 or more year, 200 hours per year. Maximum accrual of hours: 0-9 years; 240 hours; 10 or more years, 320 hours. Part-time employees accrue vacation on a prorated basis.

HOLIDAYS: 14 paid holidays per year.

SICK LEAVE: 0-3 years accrue 72 hours of sick time per year as full-time employees. After 3 years, full-time employees accrue 96 hours per year. Part-time employees accrue sick leave on a prorated basis. Unlimited accrual. Some sick leave maybe converted to cash or vacation time

COMP TIME: All employees receive compensatory time every March. Full-time employees receive 4 hours and part-time employees receive 2 hours.

BEREAVEMENT LEAVE: 5 days of paid leave per qualifying instance.

UNEMPLOYMENT INSURANCE: Court pays into county administered insurance fund.

OVERTIME: In addition to legally required overtime, the Court pays overtime to represented, FLSA-exempt employees for work ordered and performed in excess of 40 hours per week. Represented Court Technology employees who are FLSA-exempt earn overtime for work ordered and performed in excess of 80 hours per pay period.

WORKERS' COMPENSATION: Administered by the Judicial Council's, third party administrator.

EDUCATION REIMBURSEMENT: Court reimburses up to $3,500 per year of tuition for approved, necessary courses, subject to availability of funds.

FEDERAL STUDENT LOAN REPAYMENT AND FORGIVENESS PROGRAMS: Employees of the Court may be eligible for Federal Student Loan Repayment and Loan Forgiveness Programs.

BILINGUAL PAY: Available at additional $0.58/hour for selected classes in selected positions.

EXCEPTIONAL BILINGUAL PAY: Available for specific classes at a rate of $1.15/hour in selected positions.

EMPLOYEE ASSISTANCE PROGRAM (EAP): Court offers EAP confidential services to assist employees with marital, family, emotional, legal, financial, and chemical dependency problems. This service is offered 24 hours a day, 7 days a week.
