We are currently hiring a Senior Project Controls Manager located in Los Angeles, CA. This opportunity will have you working within our aviation project construction sector in direct support of the Los Angeles World Airports (LAWA) Terminal 5 construction program. The Senior Project Controls Manager is responsible for the contractual, schedule, and financial compliancy of the program and bears primary responsibility for tracking, forecasting, and reporting all assigned project schedule and costs and is responsible for ensuring that projects comply with contract terms and the typical LAWA procedures with regards to authorizing documents and pay applications. The Senior Project Controls Manager shall lead schedule and cost forecasting, as well as risks analysis sessions with members of LAWA, the design team, and the contractor.

Essential Duties & Responsibilities:
  • Coordinate and manage financial or other contractual audits and provide documentation to auditor.
  • Monitor project team compliance with all required Prolog processes and procedures and ensure prologue records are up to date.
  • Develop and maintain all information required to provide internal, TDIP's steering committee and periodic BOAC reports as required.
  • Maintain Budgets
    • Ensure the implementation of the program in line with approved budget.
    • Ensure compliance of project teams with their budgets, including continuous evaluation and controlling of costs against budgets.
    • Manage risk and issues.
  • Control Costs (supported by project cost engineering for Prolog input)
    • Ensure payments are made in line with contracts, including payments to designers, contractors, and all other parties.
    • Set up, maintain, and review all financial processes and reporting a monthly financial summary of the program cash flows.
  • Manage Schedule
    • Develop schedules and ensure the implementation of the program is in line with stated milestones and baseline schedule.
    • Ensure compliance of project teams with their schedules, including continuous evaluation and controlling of costs against budgets.
    • Manage risk and issues.
  • Manage Changes
    • Ensure compliance with CAB processes and procedures and maintain documentation of all CAB items.
    • Ensure standardization and compliance with change management procedures.
    • Enforce Change Advisory Board (CAB) processes, which are in place to prevent unauthorized and/or improperly vetted changes that could negatively impact the cost of the TDIP Program. The CAB process provides a path for internal and external stakeholders and others to propose changes. It ensures proper documentation and justification is in place for all changes to be considered by the Program Board and Steering Committee and provides tracking and records for all proposed changes.
  • Manage Risk
    • Manage risks of the Terminal 5 (T5) Program and ensuring all risk mitigation processes are aligned and implemented.
    • Maintain T5 risk registers in coordination with the project team and TDG Risk Manager as needed.
  • Identify potential change order request and process in accordance with Change Advisory Board (CAB) procedures.


Knowledge & Skills Required:
  • Demonstrated technical competency in project controls service offering including but not limited to Project set up, construction technology, procure to pay, project, cost & commercial managing, schedule control, risk management, project close-out.
  • Deliver quality work product by role modeling organizational core values.

  • Consistently communicate and collaborate with team members and clients.
  • Proficient in Cost Estimating for construction projects including conceptual and detailed estimating.
  • Provide pricing expertise in various phases of construction work.

  • Strong research skills and ability to allocate the relevant data.
  • Exposure to industry events, functions, & creating a network of key AEC professionals in the market.
  • Ability to effectively integrate with other departments.
  • Ability to quickly analyze, compare, and interpret detailed but sometimes poorly defined information.
  • Understand construction technology, economics of construction, construction delivery methodologies, local requirements on tax and insurances as they impact construction costs, ability to understand general conditions and general requirements at a detailed level.
  • Understand construction law in the local market, applicable methods of measurement and approaches to parametric, top down and bottoms up estimates.
  • Ability to communicate with various stakeholders, internal and external to the company in a responsive manner.
  • Ability to multi-task, prioritize, and work efficiently.
  • Ability to perform at high levels in a fast paced, ever-changing work environment.
  • Skilled in the use of ERP systems such as SAP, Oracle.
  • Highly proficient in the use of Excel.
  • Proficient in the ability to work with Primavera and MS project.
  • Functionally proficient in the contracts management of projects (Pre and post award).
  • Functionally proficient in cost management of Projects.
  • Functionally proficient in the use of analytical / reporting software such as power BI.
  • Functionally Proficient in the use of project information management systems such as Procore or ACC build.
  • Current up to date technology and software knowledge.
  • Possess a working knowledge of the different roles and services Cumming provides and how the cost management team fits in the project.
  • Ability to read and interpret various documents such as Arch, Civil, Structural, MEP, Geotech, Site Logistics, and Schedules.
  • Ability to communicate with various stakeholders, internal and external to the company.
  • Ability to understand contracts and specifications and review construction schedules.
  • Strong communication skills.


Preferred Education and Experience:

Education: Bachelor's degree in Architecture, Aviation, Business, Engineering, Construction Management, Planning or other related technical field required. Master's degree preferred.

Experience: Minimum of 20 years experience, preferably on airport projects. Experience managing a team of project controls staff. Experience with projects more than $500 million in value. Experience with various delivery methods, specifically Progressive Design-Build and including Design-Bid-Build, Design + CMAR, and others.

Certifications: Optional certifications may include AAAE, LEED, PE, PMP, AICP, PMI-SP, etc.

The salary range for this full-time role is $120,200.00-$160,266.69 per year. Ranges are determined based on the position, geography, client and industry experience and level, and represent a good faith effort to provide a fair and equitable salary. This range reflects base salary only, and not the total compensation package. Cumming Group reserves the right to pay more or less than the posted range, depending on a candidate's experience, skills, and qualifications, including client requirements.
